Current Landuse Status − There are about 1200 people living and about 2200 people at peak working at the airbase − There are 20 military units in the fenced military barracks on the Airbase − There are training activities of air forces mainly in the east of the logistic area − In the south east of the runway is a factory (about 50 ha) − Part of the airbase is currently being used as storage area − The activities under the Infrastructure and pre-treatment construction at Bien Hoa airbase project: new military barrack construction – 15,611 m2, project hauling road – 10,444 m and migration prevention measures – 2,400 m.

− The north part of the airbase is for farming and rubber plantation.

− There are 1.5 m – high bushes and other long-life trees such as eucalyptus and acacia in the project area.

Dioxin Contamination Levels of different areas with different landuse purposes at Bien Hoa Airbase Area

− Table 1.1, EIA – Dioxin Contamination at Bien Hoa Airbase area is re-edited from the dioxin contaminated volumes reported in the USAID’s Environmental Assessment 2016 (EA).

− Official Document 550/UBND-CNN on Oct 1st, 2018 of Dong Nai People’s Committee provided estimation of 40,000 m3 off-base soil/sediment (Neighborhood 5, Buu Long Commune adjacent to PI-12 and PI-15: 36,000 m3, Access road to Tran Bien Literature Temple – proximity of Airbase fence: 1,700 m3, Gate 2 Lake: 2,000 m3, and A42 Gate) .

2. Main Project Contents

2.1. Project Goal and Objectives

Overall Goal: To remediate dioxin contaminated soil and sediment at Bien Hoa airbase to ensure no dioxin exposure risks to the people and environment at the Bien Hoa airbase area.

Specific Objectives:

− Treat 222,277 m3 of contaminated soil/sediment having dioxin concentration > the maximum allowable limit specified in QCVN 45:2012/BTNMT (> 1200 ppt) down to < 100 ppt

− Isolate 298,395 m3 of contaminated soil and sediment (< 1200 ppt) Project Area: Bien Hoa airbase and its proximity

Main features of In-Pile Thermal Desorption (IPTD) structure (Table 1.9 – EIA)

General Design Criteria Pile Structure Location and Dimension Criteria

- Target soil/sediment temperature: 335oC - Center-based location to reduce hauling distances

- Flexible design allow ±10% volume change

- Non-contaminated area to allow immediate construction

- Flexible utilization of domestic and

American materials to comply with USAID criteria

- Pacer Ivy elevations are higher than those of the North and East areas that are prone to flooding.

- Pile structure is extensible to cope with material volume change

- Location complies with required distance from the runway and height restriction of Guidance 150-5300-13 of NASA

- Easy construction sequence to cope with weather-driven interruptions.

- Total height of 7.5 – 8.0 m

- Others - Others Notes: Detailed Design of Pile Structure was presented in USAID Design Package 2010.

2.4. Selected Remediation Technology Alternative

Landfill Design Solution − Landfill is designed according to Decision 60/2002/QD-BKHCNMT and complies with USEPA requirements which include technical guidance on hazardous waste landfill design. Landfill is designed half-below and half-above the ground and divided into square cells. Landfill sites have an area of about 20 ha.

− Main features of landfill are depicted in Figure 1.11 EIA (similar to Figure 4-5 EA)

− Detailed design is specified and illustrated in Figures 1.12 – 1.16 EIA; including specification of cover, bottom lining, and gas and leachate collection systems.

TCH Design Solution

− TCH system is designed according to the IPTD approach; capacity of each structure is 50,000 m3/batch (W: 70 m, L: 120 m and H: 6 m).

− 01 TCH structure is constructed at each of Pacer Ivy and Z1;

Treatment performance:

− Dioxin in treated soil/sediment ≤ 100 ppt (TEQ) − Gas discharge in compliance with TCVN 9737:2013, QCVN 06:2009/BTNMT, QCVN

20:2009/BTNMT

− Wastewater in compliance with the Regulation QCVN 40:2011/BTNMT (Column B) and TCVN

9737:2013 − Dust in compliance with QCVN 19:2009/BTNMT
