15. EVALUATION CRITERIA:
1. TITLE
Local Coordinator for Joint Government of Vietnam (GVN) - USAID Disability Project Development.
2. STATEMENT OF WORK
2.1 Identification of the Task
USAID/Vietnam requests the technical assistance of a local consultant to coordinate the development of a joint GVN-USAID project. The counterpart for the GVN is Office 701, representative of Committee 701, an inter-ministerial organization headed by the Prime Minister. The local consultant, heretofore named “Coordinator” will facilitate the development and approval of a joint $50-$60 million dollar project between USAID and Office 701, in support of persons with disabilities in provinces heavily sprayed by Agent Orange.
2.2 Background
USAID has been supporting programs for persons with disabilities in Vietnam since 1989. These projects have evolved over time from providing direct humanitarian assistance such as prosthetic and orthopedic devices, to supporting disability policies and regulations, strengthening inclusive education and vocational/employment opportunities. Since 2016, USAID through a process of evaluation and experience has formulated a new approach that is geographically focused on provinces that were heavily sprayed by Agent Orange during the American - Vietnam War to develop a comprehensive model of care that includes 1) Direct Services to Severely Disabled, 2) Increasing the capacity of Vietnam to deliver rehabilitation services to its disabled populations, and 3) community based social services. The overall goal of this new program is to “Improve the Quality of Life of Persons with Disabilities” and will be measured by World Health Organization standardized metrics.
In April, 2019 nine U.S. Senators witnessed the signing of a Memorandum of Intent (MOI) between USAID and Office 701, responsible for “Overcoming the impact of toxic substances during the war”.
This MOI laid the foundation for USAID to enter into a joint planning process for a $60 million project (2020-2024) with Office 701, the Ministry of Health (MoH), Ministry of Invalids, Labor, and Social Affairs (MOLISA), the Vietnam Association for Victims of Agent Orange (VAVA), the Vietnam Union of Science and Technology Associations (VUSTA), Ministry of Planning and Investment (MPI), and provincial authorities (PPC) of seven provinces (Quang Tri, Thua Thien Hue, Quang Nam, Binh Dinh, Dong Nai, Binh Phuoc, and Tay Ninh).
At the same time, USAID has a robust existing portfolio working in these provinces managed by eight partners, International Center (IC), Vietnam Assistance to the Handicapped (VNAH), Humanity and Inclusion (HI), Institute of Population, Health and Development (PHAD), Center for Creative Initiatives in Health and Population (CCHIP), Disability Research and Capacity Development Center (DRD), Action for Community Development Center (ACDC), and VietHealth, covering a variety of services from early childhood intervention, direct home interventions, to the establishment of national guidelines and education programs.
In May, 2019 USAID and Office 701 conducted a joint vision exercise along with the relevant ministries above and USAID partners, to the provinces of Quang Nam, Dong Nai, Tay Ninh, and Ho Chi Minh City. Following from this field visit, in August, 2019, Office 701 will host a planning workshop with all the partners to begin development of a joint GVN-USAID project under the MOI.
Between now and September 2020, several actions must occur which will require robust coordination between the national government (701, VUSTA, MPI, MoH, MOLISA), the seven provincial governments, the eight USAID activities, and USAID’s Environment and Social Development Office (ESDO). Actions that need to be undertaken between now and September 2020 include the following:
1. Development of an Implementation Recommendation Report to be submitted and approved by the Prime Minister.
2. Development of a Project Document to be submitted and approved by the Chairman of the
Standing Board of Committee 701.
3. Development and approval of a Limited Scope Grant Agreement (LSGA) between USAID and Office 701 outlining the $50-$60 million commitment over 5-years.
4. Joint work plans across the five national GVN entities, the seven provinces, VAVA and existing USAID partners.
5. The joint development and procurement of new USAID assistance mechanisms.
It is important to note that this new project to support persons with disabilities in provinces is a Government of Vietnam led initiative. USAID is providing coordination, technical assistance, implementation support, and other services as needed, but it is expected that Vietnamese resources and policy will make up a significant portion of the effort.
Given the breadth of partners, the need to support Office 701, and procurement sensitivities of new USAID programming, USAID is seeking a consultant to navigate both USAID and GVN systems, support decision making, coordinate meetings, support documentation, and facilitate agreements between the interested parties.
2.3 Purpose of the Assignment
The purpose of this Statement of Work (SOW) is to procure services for a period of one year to coordinate and advise the development of a new USAID-GVN project to support persons with disabilities in provinces sprayed by Agent Orange. This project, expected to be up to $60 million, and implemented in seven provinces, will require the participation of provincial governments, national ministries and associations, non-governmental organizations, and state sponsored associations.
The services required are that of a Coordinator, working for USAID, but in close coordination with Office 701 for the purposes of facilitating:
2.4 Required Tasks and Deliverables
It is expected that the Coordinator works in tandem with the USAID/Vietnam’s ESDO and Office 701 to facilitate information exchange, conduct workshops, coordinate the drafting of official documents, generate official minutes for formal meetings, travel, and other duties as required to facilitate agreements and ensure that all five objectives above can be achieved by September 2020.
In the course of carrying out this coordination function the consultant is expected to carry out three
(03) trips to the southern provinces and three (03) trips to Central/ Northern Provinces, 3 days/ trip.
Specific content and timing of trips will be agreed upon between the consultant and USAID/Vietnam.
