USAID Safety and Logistics Support (SLS)

PART I – REQUEST FOR PROPOSAL (RFP) AMENDMENT

1. Section “C.6 DELIVERABLES”, subsection, “Level of Effort and Support” (page 12). Replace the first paragraph with the following:

“At the minimum, 15 (5 armored & 10 unarmored) vehicles are expected to be in the fleet of this SLS contract. It is estimated that 9 vehicles (5 armored and 4 unarmored) will be kept ready to dispatch at the main office in Cox’s Bazar, 3 unarmored vehicles at each sub-offices in Dhaka and Jashore respectively.”

2. Section, “L.3 GENERAL INSTRUCTIONS TO OFFERORS”. Replace subsection, “L” (page 109) with the following:

“Government Furnished Vehicles: At the minimum, 15 (5 armored & 10 unarmored) vehicles are expected to be in the fleet of this Logistics contract. It is estimated that 9 vehicles (5 armored and 4 unarmored) will be kept ready to dispatch at the main office in CXB, 3 unarmored vehicles at each sub-offices in Dhaka and Jashore respectively.

3. Section “F.4 KEY PERSONNEL''. Replace subsection, “i” (page 19) with the following:

“All key personnel must be able to communicate fluently in English.”

4. Section, “H.7 ADDITIONAL REQUIREMENTS FOR PERSONNEL COMPENSATION''. Replace subsection, “(c) Personnel Salaries'' (page 33) with the following:

“The Contractor is responsible for determining the salary compensation for all staff positions to be directly employed under the Contract. The salary compensation must be based on the contractor's established organizational policies and practices and may not exceed the U.S. Embassy Local

Compensation Plan (LCP) for positions of comparable work, if applicable. However, pursuant to FAR

31.201-3 "Determining Reasonableness", no presumption of reasonableness shall be attached to the incurrence of costs by the contractor. If a review of the facts results in a challenge of the salaries or compensation costs by the Contracting Officer or the Contracting Officer's Representative, the burden of proof shall be upon the Contractor to establish that such cost is reasonable.

Accordingly, when individuals are identified by the Contractor for professional and technical positions, the Contractor must notify the CO and COR by submitting completed Contractor Employee Biographical

Data Sheet (AID-1420-17), resume, and position description for each named Individual.”

PART II –QUESTIONS SUBMITTED BY INTERESTED OFFERORS AND CORRESPONDING ANSWERS

1. General Question: Would the USAID please grant a 10% price-preference for U.S. companies?

USAID Response: No.

2. RFP Section C.4 – Requirements/Tasks: Can a better map be provided? It is very small and blurry.

USAID Response: Better maps have been provided as “Attachment J.6” under “PART III - SECTION J”.

Accordingly, the RFP has been amended as follows:

Delete the Map (page 8) under section, “C.4 REQUIREMENTS/TASK” and replace it with “Attachment J.6 -

Maps of the activities by Technical Office in Bangladesh Logistic Services” which has been added to the

RFP with this amendment.

3. RFP Section C.4 – Requirements/Tasks: Under the map there are various services listed – are all of these required of the contractor? If so, how are they different from the section titled “contractor services” listed directly after?

USAID Response: RFP Section C.4 - Requirements/Tasks and section titled contractor services are complementary to each other, and there may be overlaps/repetitions of tasks mentioned in Section C.4 and the section titled “contractor services” listed directly after. Tasks that are mentioned in both sections can be counted as one task.

Sub-section K on page 109 also indicates the weight distribution of the tasks expected:

Task #1: Provide Safety and Logistical Support Services. 80%

Task #2: Provide other administrative support Services 20%

4. RFP Section C.6 Deliverables – Level of Effort: This section mentions “200-250 trips plus 5 VIP trips/Annually.” However, Section L.3 K General Instruction to Offerors mentions 60 trips per year. Would

USAID please clarify how many trips are estimated to be needed? (i.e., 200-250 trips per year or 60 trips per year?)

It is estimated that USAID will make 200-250 trips per year. USAID/Bangladesh historically has been able to support approximately 60% of Mission field trips by using its internal resources. This contract aims to address the gap so that USAID can conduct field trips smoothly. This contract will be an additional logistics support mechanism for Mission staff traveling outside of Dhaka and will complement the internal motor pool support services. The contractor is expected to support the number of trips that

USAID’s internal resources cannot support and/or the maximum number of trips that it can support with

15 USAID cars, whichever is higher.

5. RFP Section F.4 Key Personnel: Are there specific qualifications required of the Operations Manager

(years of experience, USAID experience, etc.)?

USAID Response: The Operations Manager will work under the direct guidance of the COP. The Offeror must identify and propose the relevant qualifications and responsibilities to ensure the successful operations of the services as defined in the Statement of Work (SOW).

6. RFP Section H.7 (d) Additional Requirements Personnel – Annual Salary Increases: This section states

“One annual salary increases not more than [to be filled at the award] for CCN Salaries and [to be filled at the award] for US salaries may be granted after the employee’s completion of each twelve-month period of satisfactory services under the contract. Annual salary increases of any kind exceeding these limitations or exceeding the USAID Contractor Salary Threshold (CST) specified under AIDAR 752.7007 may be granted only with the advance written approval of the Contracting Officer.” Who decides these increases – the USG or the Contractor?

USAID Response: Contractor needs to propose the percentage of salary increase. USAID will determine the reasonableness of the proposed percentage of the increase.

7. RFP Section H.7 (d) Additional Requirements Personnel – Annual Salary Increases: This section states

“Annual salary increases of any kind exceeding these limitations or exceeding the USAID Contractor

Salary Threshold (CST) specified under AIDAR 752.7007 may be granted only with the advance written approval of the Contracting Officer.” Will USAID please share the CST data?

USAID Response: Please see section, ADS 302.3.6.9.a for CST

8. RFP Section H.7 (h) Additional Requirements Personnel – Allowances and Differentials: This section states “Furthermore, IAW AIDAR 722.170 and 752.7028 Allowances and differentials, TCN's and CCN's, hired abroad for work in a cooperating country, are not eligible for allowances or differentials under

USAID-direct contracts, unless authorized by the Mission Director or the Assistant Administrator having program responsibility for the project. Allowances and Differentials are unallowable costs for third country nationals (TCN’s) and cooperating country nationals (CCN’s) unless the Contracting Officer provides a written determination that such costs are allowable for specifically named individuals. The

Contracting Officer shall only determine the above costs to be allowable if and to the extent that the

Mission Director approves such exceptions, and also subject to the usual considerations of reasonableness and allocability to the contract.” Will the USAID please confirm that this means that a

TCN or CCN hired to work on this contract is not permitted to receive any allowances or differentials?

USAID Response: Yes. Please refer to AIDAR 722.170 and 752.7028

9. RFP Section H.21 (a) (1): This section states “Within thirty (30) calendar days of obtaining the contracting officer representative's approval, the contractor must submit to USAID's Development

Experience Clearinghouse (DEC) one copy each of reports and information products which describe, communicate, or organize program/project development assistance activities, methods, technologies, management, research, results, and experience. These reports include Assessments, evaluations, studies, technical and periodic reports, annual and final reports, and development experience documents…” Will the USAID confirm that these various reports are required during contract performance, as they are not listed in the Deliverables section of the RFP?

USAID Response: This requirement is included under section, F.7 REPORTS/DELIVERABLES/OUTPUTS.

Please consult “AIDAR 752.7005 Submission requirements for development experience documents” for detailed guidance.

10. RFP Section L.3, GENERAL INSTRUCTIONS TO OFFERORS: Page 109 states that the USAID will provide eight (8) vehicles to the Contractor. Is the Contractor expected to provide any of its own vehicles for use on this contract, or just to use the USAID-provided vehicles?

USAID Response: The contractor is expected to maintain fifteen vehicles - five fully armored and ten unarmored. The contractor will purchase the ten unarmored vehicles (nine SUVs and one van) under this contract. However, USAID will retain the title of the vehicles, and the vehicles will be regarded as

Contractor Acquired Property (CAP). USAID will provide the armored vehicles. USAID will retain the title of the vehicles and will be regarded as Government Furnished Property (GFP).

11. RFP Section L.5 C1 (5) Instructions for the Preparation of the Technical Proposal: Regarding the UEI mentioned on page 111, do subcontractors need to have a UEI number, or is it sufficient if only the primer offeror has SAM registration and a UEI number?

USAID Response: Subcontractors or consultants to prime contractors are not required to be registered in

SAM, therefore UEI number is also not required. However, the proposed subcontractor must be listed as excluded in the System for Award Management.

12. RFP Section L.5, Part 4, Key Personnel, Management and Staffing Approach: The top of page 113 states “Three references (including the name, telephone number, and email address) shall be provided for each proposed key personnel and shall be included in the annex, following the resume and the letter of intention for that person.” Please confirm that this information should be provided as an annex in the proposal, as it is not among the authorized Attachments listed in Section L.5, Part 4.

USAID Response: Please include any required information related to Section L.5, Part 4, Key Personnel, Management and Staffing Approach, as attachment or annex as specified in section L.5.C.5.c, Attachments.

13. RFP Section L.5, Part 4, Key Personnel, Management and Staffing Approach, (c): This section states

“The quality of personnel will be evaluated based on their sector-specific qualifications, professional competence, relevant academic background, demonstrated success in carrying out proposed activities as well as their knowledge in implementing relevant technical areas.” Please clarify what information bidders are required to provide in the proposal – resumes, etc. – and for which positions – Key

Personnel, Management, etc.?

USAID Response: It is up to the Offerors to determine to what extent this section will be addressed in the proposal.

14. RFP Section L.5, Part 5, Attachments: Are the Attachments excluded from the page limit for the technical proposal?

USAID Response: Yes

15. RFP Section L.5, page 113: Is the “Branding and Marking Plan” required to be submitted as part of the technical proposal? If so, is it excluded from the page limit?

USAID Response: No, the Branding and Marking Plan will be requested from the Apparent Successful

Offeror. Accordingly, the RFP is hereby modified as follows:

Replace section, L.8 Branding and Marking Plan with the following:

“L.8 Branding and Marking Plan

USAID will request a Branding Implementation Plan and Marking Plan from an Apparent Successful

Offeror in accordance with section D.2 to implement the USAID Branding Strategy. The Offeror’s branding implementation plan and marking plan will not be included in the page limitation.”

16. RFP Section L.6, INSTRUCTIONS FOR THE PREPARATION OF THE COST PROPOSAL, 4. Section C: The top of page 120 states there is a “four-page limit” for Section C, but the previous section stated there is a

2-page limit for Section C. Would USAID please clarify which page count is correct for Section C?

USAID Response: Four-page limit is actually for both scenarios, two pages each. Accordingly, the RFP is hereby modified as follows:

Replace section, L.6.B.3 with the following:

“3. Section C - Page limit: maximum two 2 pages for each scenario (Total 4 page limit), Formatting: PDF or Microsoft Word compatible with Microsoft Word 2010.”

17. RFP Section L.6, INSTRUCTIONS FOR THE PREPARATION OF THE COST PROPOSAL, (11) Employee

Biographical Data Sheets for Key Personnel: This section states “Offerors must provide Biographical Data

Sheets (Attachment J.1) for all key personnel. Offerors must also include letters of commitment…” Are the Biographical Data Sheets and Letters of Commitment required to be submitted in BOTH the cost and technical proposals?

USAID Response: Part of the Cost Proposal

18. Regarding RFP Section L.7 Past Performance, can USAID please advise how many past performance contracts we should include? Is there a minimum or maximum number?

USAID Response: The Offeror can provide up to five (5) for the prime offeror. Accordingly, section “L.7

Past Performance” (page 122) has been replaced with the following:

“1) The offeror (including all partners of a joint venture) must provide performance information for itself, the contractor teaming arrangements, if any, and each major subcontractor (one whose proposed cost exceeds 25% of the offeror’s total proposed cost) in accordance with the following:

(i) List in an annex to the technical proposal up to five (5) for the prime offeror, and up to two (2) for each of the major subcontractors (if any), relevant contracts for efforts similar to the work in the subject proposal. Relevant contracts would be those with a total cost of $10,000,000 or higher, with a period of performance falling within the last three years, and involving similar work as in Section C. References for prime and subcontractors must not exceed Eight (8) in total. There is no page limit for the past performance document, but USAID requests it to be succinct. Each referenced award is limited to no more than three pages per record using the same font size as the technical proposal. All applicable fields in Attachment J.2 must be completed.

(ii) For all contracts listed above that are not in CPARS, provide a list of contact names, job titles, mailing addresses, phone numbers, e-mail addresses, explanation of relevance to the proposed acquisition and a description of the performance to include:

● Contract, Order or other identifying number,

● Agency or entity providing the contract or funding

● Description of the scope of work, including, but not limited to a brief discussion of the complexity/diversity of tasks;

● Primary location(s) of work;

● Term of performance;

● Skills/expertise provided:

● Dollar value;

● Resources leveraged, if any;

● Contract type, (i.e., fixed price, cost reimbursement); and

● Performance in Using Small Business (SB) Concerns (as defined in FAR 19.001)

(USAID recommends that you alert the contacts that their names have been submitted and that they are authorized to provide performance information concerning the listed contracts if and when USAID requests it.)

(3) If extraordinary problems impact any of the referenced contracts, provide a short explanation and the corrective action taken (FAR 15.305(a)(2)).

(4) Describe any quality awards or certifications that indicate exceptional capacity to provide the service or product described in the statement of work. This information is not included in the page limitation.”

19. Regarding RFP Section L.7 Past Performance, can bidders use the past performance of a major subcontractor they propose to use on this contract? If yes, what is the minimum & maximum number of past performance references that can be used for a major subcontractor?

USAID Response: The Offeror can provide up to five (5) for the prime offeror, and up to two (2) for each of the major subcontractors (if any). However, references for prime and subcontractors must not exceed

Eight (8) in total. Please see above (USAID response to question # xviii) revised section, L.7 Past
