This Sources Sought Notice is a part of the Government market research effort to determine the capability, interest and availability of women-owned small businesses, as per FAR 19.2, that can provide high quality data and evidence, as well as plan, design and conduct rigorous monitoring and evaluation of development activities, in order to improve the achievement and sustainability of USAID/Nepal's development objectives. This activity will also assist USAID/Nepal and its Implementing Partners in building their capacity to develop effective Monitoring, Evaluation and Learning (MEL) systems, use data and evidence for decision making, and apply principles of adaptive management through the use of sustainable approaches such as collaborating, learning and adapting (CLA).

This is a Sources Sought Notice only. This is not an invitation for bid, request for proposal or other solicitation; and in no way obligates the US Agency for International Development (USAID) to award a contract. The sole intent is to conduct market research to determine the agency’s acquisition strategy and to determine the capability of women-owned small businesses to design and implement both quantitative and qualitative evaluations and assessments, as well as provide expert analysis and technical assistance to USAID/Nepal’s programs.

I. BACKGROUND

USAID/Nepal is currently developing a new Country Development Cooperation Strategy in the context of federalism in Nepal, and seeks to work collaboratively with Mission staff and implementing partners to provide rapid, robust and rigorous monitoring and evaluation (M&E), as well as analysis and support under a single, integrated umbrella mechanism. Through the proposed activity, USAID/Nepal aims to:

• Design and conduct analyses, assessments and evaluations to meet USAID/Nepal’s needs for data and evidence and to comply with Agency policies.

• Provide support to the Mission and Implementing Partners (IPs) in developing and implementing effective MEL systems by providing technical support for Performance Management Plans (PMPs), Project and Activity MEL plans, data quality.

• Apply innovative approaches for data collection, analysis and use, and integrate learning focused approaches in ongoing Mission processes.

• Support the Mission’s Learning and Knowledge Management functions by assisting in the adaptation, implementation, and strengthening of organizational learning practices such as

CLA.

USAID/Nepal also seeks to ensure greater coordination and harmonization of M&E across Development Objective (DO) teams, with an aim to focus more explicitly on measuring and improving development performance and progress toward achieving the goals of the CDCS, while allowing greater flexibility to assess changing situations. The outcome of these efforts will be used to facilitate informed program management and shape the longer-term strategic direction of programs and decision-making within USAID/Nepal.

The primary target beneficiaries for this activity are USAID/Nepal Mission staff and its IPs.

This activity will support and work with all USAID activities in coordination and collaboration with the respective Contracting Officer’s Representatives (CORs)/ Agreement Officer’s Representatives (AORs) / Activity Managers (AMs) and members of the Integrated Monitoring and Evaluation Team (IMET) in the Mission.
