SOURCES SOUGHT NOTICE

The U.S. Agency for International Development’s Mission to Jordan (USAID/Jordan) seeks to collect written information about the capabilities of Jordanian firms registered as Class 1A in the field of buildings specialty, as classified by the Jordan Ministry of Public Works and Housing.

Those firms must be engaged in, or capable of providing architectural/engineering and technical support services to strengthen the development, impact, sustainability, and cost effectiveness of USAID/Jordan’s infrastructure investments across sectors. Architect-Engineer (A-E) services include, but are not limited to, feasibility studies, engineering design, cost reasonableness analysis, procurement support, construction management, over-the-shoulder reviews of design and quality assurance by third-party contractors, training and capacity building, and related support. A-E services will range from quick response to short- and long-term services primarily in the infrastructure area of vertical structures, although limited support may be included in other areas.

BACKGROUND

The United States supports the Government of Jordan (GOJ) in carrying out its stated commitment of broad-based political and economic reforms to meet the legitimate aspirations of Jordanians through a focused yet flexible strategy. The GOJ strives to address its development and reform priorities while facing daunting challenges, which include a rapidly growing population, gaps in the quality of basic education, gender disparities, and an influx of Syrian refugees.

Infrastructure for Education and Youth (EDY): USAID has been active in Jordan’s education sector since 2003. USAID/Jordan supports school construction, expansion, and renovation through the Improved Education and Youth Project. USAID will help strengthen government capacity to develop and implement policies and programs relevant to upgrading the quality of education, improving school environments, addressing the needs of at-risk youth, and planning and budgeting for construction operations and maintenance.

Under existing and planned EDY infrastructure programs, USAID/Jordan plans to construct, expand, and rehabilitate schools to improve the quality and access to basic education in Jordan and provide improved and safe learning environments for Jordanian youth.

Infrastructure for Population and Family Health (PFH): USAID and Jordan have partnered in the health sector for more than 60 years. USAID/Jordan supports health infrastructure through the Integrated Health Program/Integrated Health Services and Resiliency (IHSR) Project.

USAID/Jordan has prioritized investment opportunities for future construction and renovation, identifying where USAID investment might be the most effective. In line with the GOJ’s priorities in the health sector, the aim will be to improve the overall health status by strengthening the health care delivery system as well as the use of quality health services.

USAID/Jordan’s existing and planned investments in health infrastructure will increase access to quality health services and alleviate and/or mitigate the impacts of rapid population growth.

Other Vertical Infrastructure: USAID will construct or improve other infrastructure to support economic development, energy, and private sector programs. Activities may include, but are not limited to, the construction of structures and buildings such as border crossings; institutional facilities, such as office and administrative buildings; and other government and municipal buildings. These are necessary for the provision of public services. Many facilities combine infrastructure elements such as buildings, water service, electricity, and road access.

SERVICES REQUIRED:

1. Professional services of an architectural or engineering nature, which are required to be performed or approved by a registered architect or engineer (legally registered to practice the relevant engineering disciplines with the Jordan Engineers Association).

2. Professional services of an architectural or engineering nature associated with research, planning, development, design, construction, alteration, or repair of real property.

3. Other professional services or incidental services of an architectural or engineering nature or associated with architectural or engineering activities that logically or justifiably require performance by registered architects or engineers or their employees. These services include but are not necessarily limited to studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, conceptual designs, plans and specifications, tendering, value engineering, construction phase services, construction management services, soils engineering, drawing reviews, preparation of operating and maintenance manuals, specification and procurement of furniture and equipment, training, capacity building, and other related services.

Delivering the aforementioned professional A-E services will be in the following main infrastructure sectors and functional technical areas for both USAID-managed activities and host country contracts in which the GOJ is managing the procurement and implementation of the projects in accordance with USAID regulations and policies:

‐ Vertical Structures: Hospitals, health clinics, and warehouses are requirements of a functioning health system that delivers effective health services. Schools are required for expanding access to primary education and improving reading skills. Institutional facilities, such as offices and administrative buildings, are necessary for the provision of public services. Many facilities combine infrastructure elements such as buildings, water service, electricity, and road access, with associated HVAC, plumbing, renewable energy, and electrical.

‐ Other Infrastructure:

Information and Communications Technology (ICT): ICT facilitates democracy through easier access to information and promotes innovative ways of doing business.

ICT requires infrastructure such as cell towers, underground cable networks, underwater cables, and electricity.

Value Engineering and Engineering Economics Reform related to Public Works:

Value engineering and engineering economics allow for the optimization of investment and maintenance of infrastructure thus providing an appropriate and affordable solution to meet the needs of stakeholders.

CAPABILITY STATEMENT REQUIREMENTS

The items below must be submitted/addressed in the response:

1. Classification Certificate of Class 1A in the field of buildings specialty issued by the Jordan Ministry of Public Works and Housing.

2. A two page statement describing the firm’s experience in relation to the services being required, and its capability to execute the services and tasks described in this notice.

3. A one-page table (Table A) with a list of up to ten past or current projects demonstrating relevant work experience in the items listed under the Services Required section.

SUBMISSION INSTRUCTIONS

Responses to this Notice must not exceed four (4) pages, including Table A. Any organization responding to this Notice should ensure that its response is complete and sufficiently detailed to allow the U.S. Government to determine the organization's qualifications to perform the work.

Written capability statements must be received no later than June 2, 2019, at 4 pm Jordan Time. These submissions must be sent via email ONLY to the following address:

contracting1@usaid.gov. In the subject line of the email, write: “Architectural and Technical

Support Services – Sources Sought Notice.”

Fax and hand-carried submissions will not be accepted. Phone inquiries will not be entertained.

This Notice is not a Request for Qualifications (RFQ) nor is it a Request for Proposals (RFP) and in no way commits the U.S. Government to award a contract. USAID does not intend to award a contract based solely on a submission in response to this Notice, nor does it intend to pay for any costs incurred in responding to this Notice. Responses to this Notice are strictly voluntary. Responses are not offers and cannot be accepted by the U.S. Government to form a binding contract.

If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from any response to this Notice.

This Notice does not restrict the U.S. Government's ultimate acquisition approach on a future solicitation, if any. Respondents are advised that USAID is under no obligation to acknowledge receipt of the information, answer questions or provide feedback to respondents with respect to any information submitted. All information provided will become the property of USAID and will not be returned. USAID reserves the right to use information provided by respondents for its purposes. Proprietary information must not be sent.
