Opening Remarks

Technical Overview

The goal of the Justice Activity is a more responsive justice system capable of providing people access to quality services and multiple means to solve their justice needs and every day legal problems to generate greater public trust in the justice system and the rule of law.

Objective 1: The Quality and Accessibility of Justice Services are Improved;

Objective 2: The Citizen Understanding, Engagement, and Trust of the Justice System is Improved;

Objective 3: Effective innovations in the justice sector is developed.

Technical Overview Guiding Principles:

Justice Ecosystem Orientation;

Sustainability and self-reliance;

Leverage Existing and New Resources;

Gender and Youth Integration.

Thinking and Working Politically (TWP)

Hybrid contract type of Cost Plus Fixed Fee (FPFF) for CLIN 0001 and Cost Plus Award Fee (CPAF) for CLIN 0002;

Period of performance is five (5) years;

Place of performance is Kosovo.

Full and Open Competition Procurement Overview

All types of organizations are eligible to compete. USAID encourages the participation to the maximum extent possible of local Kosovar organizations and US small business concerns;

Table in this next slide reflects evaluation periods, estimated available award fee and actually earned award fee for each evaluation period.

General Instructions Offerors’ cost and technical proposals must be compliant with instructions in Section L of RFP USAID will evaluate proposals in accordance with evaluation criteria in Section M of the RFP and make an award based on best value.

Technical Proposal:

Technical Proposal is limited to 20 pages. The page limit does not include Cover/Title page, Table of Contents, List of Acronyms, Section Dividers, Executive Summary, and Annexes. Technical Proposal must be organized as follows:

1. Cover/Title page (not to exceed one [1] page);

2. Executive Summary (not to exceed two [2] pages);

3. Table of contents;

4. List of acronyms;

5. Technical Approach;

6. Personnel and Management Approach;

7. Annexes

Cover/Title page (not to exceed one [1] page) and must list proposed major subcontractors (defined as subcontractors who receive over 20% of the total proposed cost) on the cover page

Annexes to the technical proposal must be separately tabbed and identified and are limited to the following:

Annex A: Statement of Work (SOW) (see Section L.7).

Annex B: Key Personnel Roles and Qualifications (see Section L.8) Annex C: CVs/Resumes of Named Key Personnel and References (see Section L.8) Annex D: Signed Letters of Commitment from Each Key Personnel Candidate (see Section L.8) Annex E: Organizational Chart for Justice Activity (see Section L.8)

Same staffing plan but now with identified key personnel.

Mobilization plan to be an annex.

Procurement Overview Innovation: Innovation is a cross-cutting goal of this activity. USAID/Kosovo believes that new, more efficient and effective, solutions must be employed to achieve Justice Activity goal. All aspects of the proposal should demonstrate the Offeror’s innovative approach to the activity.

Technical Approach should demonstrate how the offeror proposes to achieve the objectives as required in the SOO.

The Statement of Work (SOW) proposed by the successful Offeror, submitted as Annex A, will become Section C of the resulting contract.

Personnel and Management Approach: The Personnel and Management Approach should consist of key personnel, management capability, and management/staffing.

Oral Presentations: USAID may conduct oral presentations with the selected offerors in the competitive range. Offerors will be provided advance notice by the CO of the date and time, content and structure of the presentations.

Update – Must bring two key personnel of which one must be the Chief of Party.

Oral presentations are not a determining factor

3. Oral Presentations: If applicable in the competitive range, the oral presentations will be evaluated against the factors below.

• The extent to which the presenters convey a professional communication style that is clear, concise, well-organized.

• The extent to which the presenters demonstrate knowledge of the technical approach in the SOW and understanding of proposed interventions to achieve the stated objectives.
