EVALUATION CRITERIA
For overall evaluation purposes of this RFP non-cost criteria (technical approach, management structure plan and past performance), when combined, are considered significantly more important than cost factors. Criteria (technical approach, management structure plan and past performance), are presented by major category, in descending order of importance.
Stage 1 Technical Approach:
For Stage 1, the technical proposals will be evaluated, on a pass/not pass basis.
Technical approach will be evaluated in terms of overall quality, including the considerations on the next page.
The extent to which the approach provides a clear, technically sound, realistic and contextually appropriate approach to achieve the tasks and deliverables of the activity.
The extent to which the offeror incorporates all Guiding Principles into a sound technical approach that will lead to successful implementation.
The extent to which the organizational chart is consistent with the technical approach.
Stage 2 Management Structure Plan:
The management structure plan will be evaluated for its effectiveness to successfully implement the activity and achieve its objectives including, but not limited to, the following considerations:
The extent to which the proposed management structure (as demonstrated in the proposal narrative and staffing plan) supports the technical approach and convincingly demonstrates the offeror’s ability to successfully achieve the contract’s objectives.
The quality and appropriateness of the proposed key personnel, and the extent to which the proposed key personnel (as demonstrated in the proposal narrative and CV’s) possess relevant experience, expertise, and leadership skills for successful implementation of the activity.
The feasibility of the proposed Mobilization Plan.
Oral Presentations:
For Stage 2, offerors will also conduct oral presentations which will be evaluated against the factors below.
Oral Communication. To present in a clear, concise and organized manner. The team must convey an understanding of the nuances of their proposal.
Interpersonal Skills. To interact in a constructive and cooperative manner; to work effectively as team players
Evaluation of Past Performance:
Past performance will not be scored and will be evaluated using an adjectival rating system as presented on the next page.
Offerors determined to have unsatisfactory past performance will be ineligible for award.
Adjective Past Performance Definition
Satisfactory The offeror’s past performance of previously awarded relevant contracts at the minimum met contractual requirements. The company performed with some problems, for which corrective actions taken by the contractor were effective. Performance of completed contracts was consistently of adequate or better quality or exhibited a trend toward becoming so. The offerors past performance record leads to an expectation of successful performance.
Unsatisfactory The offeror’s performance of previously awarded relevant contracts did not meet most contractual requirements and recovery, if any, did not occur within the stated period of performance. The contractor’s performance reflected serious problems for which the offeror either failed to identify or implement corrective actions were mostly ineffective. Performance of completed contracts was consistently of poor quality or a trend toward becoming so. The offeror’s past performance record leads to a strong expectation that successful performance would not be achieved or that it can occur only with greatly increased levels of government management and oversight.
Neutral The offeror lacks a record of relevant or available past performance history. Based on this, there is no expectation of either successful or unsuccessful performance.
