RFP Amendment 1 Date of Issuance:

Revised Closing Date and Time:

October 12, 2022 October 31, 2022, at 4 p.m. Skopje Time

Subject: Amendment No. 2 to the Request for Proposals (RFP) #72016522R00003

Activity Title: Partnership Against Corruption (PAC) Activity

The purpose of this amendment is to:

a) provide Clarification answers to the questions submitted by interested offerors; and

The original RFP#72016522R00003 is deleted in its entirety and replaced with an updated RFP included within this posting. All changes in the amended solicitation are highlighted for ease of reference.

Question 1.

Based on the answers to Questions 44d and 44e, offerors may present their plans for coordination, synergies, and avoiding duplication as an overall plan rather than separately for each and every intervention. However, some conflicting language from the original RFP has not been removed.

Specifically, page 108 of the amended RFP instructs offerors to provide for each proposed intervention "a plan for coordinating the implementation of the intervention with the GOM at all appropriate levels" and "a plan for synergy and avoiding duplication of effort with existing USAID/North Macedonia activities, along with other USG and other donor-funded activities, as applicable." In order to minimize redundancies, please confirm that separate plans for each and every intervention are not required.

Anwer 1:

USAID confirms that separate plans for each intervention are not required; therefore, the language from RFP has been removed.

Question 2.

On page 108 of the amended RFP, USAID instructs offerors to “propose an illustrative set of indicators tailored to its technical approach to the Statement of Objectives. […] The overall set of indicators must include the indicators with appropriate targets based upon the Offeror’s own analysis.” Would USAID please allow offerors to include a concise Indicator Table as an

Annex E to the technical proposal? Since the list of allowable annexes does not include a draft MEL Plan, this additional annex would give offerors an opportunity to supplement the Performance Work Statement by providing details on the proposed illustrative indicators (i.e.

targets, indicator definitions, data sources, etc.).

Anwer 2:

No. USAID will not allow additional annexes to be added.

Question 3.

In USAID’s answers to questions 12, 53, 79, and 93, USAID states that “The current Local Compensation Plan for USAID/North Macedonia starts from a minimum Range of €11,023 to maximum of €63,717 (gross).” In our experience, gross salaries in N. Macedonia are considered to be the sum total of the employee’s net salary/take-home pay and Government of North Macedonia-mandated employer contributions to social insurance contributions (pension insurance, health insurance, etc.). Would USAID please clarify whether it shares this definition of “gross” salary and, if so, confirm that the maximum salary of €63,717 in USAID’s current local compensation plan is inclusive of both the employee’s net salary and the associated social insurance contributions made by the employer.

Answer 3.

YES the basic annual salary range is inclusive of employee's net salary plus the social contributions.
