J.1 Technical Annexes
Annex 1 – Background
Macedonia became an independent state in 1991 after the break-up of Yugoslavia. The years of independence have been marked by significant political, ethnic, economic and social turmoil, with sporadic advances and subsequent back-sliding in the economic and the democratic development. The complex ethnic composition of the population 1 (64.2%
Macedonians, 25.2% Albanians, 3.9 % Turks, 2.7% Roma, 1.8 % Serbs, 0.8% Bosnians, and others) has further complicated the fragile social cohesion within the population of 2 million.
The long-standing issue that neighboring Greece has with the constitutional name of the
Republic of Macedonia has prevented Macedonia from entering NATO and starting pre-accession negotiations with the European Union (EU), thus creating deep frustrations within the Macedonian population, political polarization and economic underperformance. More recently, Macedonia has undergone a serious political crisis, which started in 2015 with youth protesting the new Law on Higher Education, and culminated with massive anti-
Government protests against corruption, the disrespect of the rule of law, lack of media freedom, and an overall deteriorating democracy. The protests led to talks between the ruling and opposition parties, and an agreement between them to hold early elections that took place in December 2016. The ensuing change in government that took place in May 2017 was the first step on the path to resolving the country’s political crisis. The change has also awakened a heightened political consciousness and increased citizens’ expectations for change, especially among youth.
Ever since its independence, Macedonia has been particularly affected by high youth unemployment rates (40.6% in 2016) and employment in the informal economy (35% of total youth employment in 2016).2 Despite such high unemployment, the private sector reports that there is insufficient qualified labor for the jobs that do exist in the country. This information points to a mismatch between the skills that youth get in the education system and the needs of the labor market. As noted in the 2017 European Commission’s Progress Report for
Macedonia3 “Substantial improvements in the quality and delivery of primary and secondary education are required;” “…Children and students with disabilities and from Roma communities continue to face barriers to regular and quality education and training;” and
“…Further improvement of the labor market conditions for young people, the long-term and unskilled unemployed people and socially disadvantaged groups has been required for years now, without a significant break-through.”
The high youth unemployment, overall low wages and the lack of affordable housing contribute to the youth’s general financial dependence on their parents, their late transitions to adulthood, and the low degree of social mobility. Divisions along ethnic lines, particularly visible in the education system, preclude youth’s unified voice and interest in active
1 2002 Census (the latest performed) 2 http://www.ilo.org/budapest/whats-new/WCMS_625307/lang--en/index.htm 3 https://ec.europa.eu/neighbourhood-enlargement/sites/near/files/20180417-the-former-yugoslav-republic-of-macedonia-report.pdf participation in the community life. More importantly, with the regional susceptibility to influences for radicalization and violent extremism, the unhappy youth camp (economically deprived, indifferent, socially disengaged, and excluded) can become an easy target for manipulation and foreign fighters’ recruitment.
The youth out-migration, for both educated and uneducated, is one of the major issues in
Macedonia. Although there is no precise data, informal figures say that over 200,000 of
Macedonia’s youth have left the country to search for better opportunities. As a result, many
Macedonian communities, particularly in Eastern part of Macedonia, have been hollowed out, causing a significantly diminished social capital. While there is no available data, it is well known that many youth from the eastern parts of Macedonia have obtained or are in pursuit of getting a Bulgarian passport to be able to easily access developed European Union countries.4 The 2016-2025 National Youth Strategy tackles a number of the issues youth faces, but not many results can be seen yet.
Despite the aforementioned issues, the youth in Macedonia demonstrated great capacity to raise their voice in 2015. It showed that youth can and want to be part of the development solutions. Their actions were, and are, a clear indication that youth should be considered as an agent of change in Macedonia. The new government’s pro-reform agenda presents an opportunity to promote youth development. Given this context, the challenge faced by the government and donors is to identify and leverage the factors that would ignite youth’s interest and motivation to act on their behalf and be part of the development solutions.
USAID/Macedonia current youth-related portfolio
Several of USAID/Macedonia’s current development activities have prominent youth-focused components or interventions. The following is a brief summary of two of these activities:
The Youth Ethnic Integration (2017-2022) works to strengthen the interethnic cohesion in school communities through (1) creating conditions for positive interactions among teachers and students of diverse ethnic origin, and (2) developing a new civic education curriculum and teaching methodologies that cultivate civic attitudes, skills and behaviors of students and support community service, service learning and volunteering practices.
The Civic Engagement Project (CEP) (2016-2021) is a grant-making mechanism that works to strengthen constructive engagement by CSOs on policies and issues of public concern; and increase and sustain youth engagement in public life in Macedonia. Through a combination of grants, capacity development, mentorship, and a year-long youth leadership program, CEP supports CSOs, alliances and youth to become leaders and constructively engage with citizens, media, government institutions, and other stakeholders in advancing the public’s wellbeing.
The Bulgarian Ministry of Justice stated publicly (June 2018) that in the last 12 months, 17,792 individuals have submitted applications for a Bulgarian passport. More than 10,000 of them are Macedonian citizens.

End of instructions. Complete the template that follows.
Background
The System for Award Management (SAM) is a computer system accessed by the Internet managed by the U.S. Government. Entities must have an active registration in SAM to do business with the U.S. Government. An “entity” is the company, business, or organization registering in SAM. Each entity is represented by a nine-digit unique entity identifier, the Data Universal Numbering System (DUNS®) Number as issued by Dun & Bradstreet.
Only individuals who are authorized to represent a particular entity, or individuals representing themselves as an entity, may register an entity in SAM. Accessing or using SAM, or information contained therein, for any unauthorized or illegal purposes, may have civil and criminal penalties, and may negatively impact the status of the SAM registration maintained for the entity.
Instructions to Entity
1. Single Entity. Use this template to formally appoint an Entity Administrator for 1) a single, domestic entity located in the U.S. or its outlying areas, or 2) a single, international entity that uses banking information from a U.S. financial institution in their SAM entity registration.
