RFP No. 72012124R00008, FHR Activity Amendment 2, Answer to Questions
1. Could USAID clarify if the tentative start date that Offerors should use is October 2024 or October 2025?
Answer: USAID is unable to provide an exact forecast for the start date. However, for reference purposes, please consider October 2024, (fiscal year 2025), as the tentative start date.
2. In USAID’s response to question 59, USAID revises the language of indicator 5.4 to end with the words: “By the EoC - 20% of HCFs in the same or another oblast complete optimization. Baselines to be established in Year 1.” The RFP however still contains the words “reducing by 15% unnecessary hospitalizations.” Could USAID revise the RFP to remove the latter verbiage, in alignment with its response to question 59?
Answer: The RFP was revised to remove the latter verbiage, in alignment with its response to Amendment 1, question 59.
3. Per the RFP, Indicators 5.4 and 1.4 are aligned. However, the revised RFP has “20% of HCFs in the same or another oblast complete optimization” in 5.4 and “15% of HCFs - in three targeted oblasts by the EoC” in 1.4. As these are not aligned, could USAID clarify the desired minimum target and revise 1.4 and 5.4 in the RFP accordingly?
Answer: The RFP language was revised to align Indicators 5.4 and 1.4.
4. Section L.7, pg. 103. Can USAID clarify whether the Management Plan is meant to be included with the Staffing Plan?
Answer: Yes, that is correct. The Management Plan should be included with the Staffing Plan.
5. Would USAID please confirm that Indicators 2.4 and 5.3 refer to the same target of total 3 PPPs by the end of contract. (p.126, J.3.2. Indicator 2.4 and p.129, Indicator 5.3)
Answer: The number of PPPs noted in indicator 2.4 could be the same PPPs noted in indicator 5.3, and thus the minimum total PPPs required for FHR is three. However, cumulatively they should encompass both the healthcare workforce capacity modernization and continuous healthcare quality improvement AND restoration or expansion of healthcare services (preferably, in rehabilitation, mental health or emergency care).
