SUBJECT:
Request for Information (RFI) for Potential Partners for Procurement Support
Services: Energy Equipment for Ukraine.
Dear Interested Parties:
The United States Agency for International Development (USAID) seeks information about potential partners for an upcoming activity in Ukraine. Interested parties should submit their responses electronically to Ms. Elena Parinova at eparinova@usaid.gov using Attachment A with the subject title “Procurement
Support Services: Energy Equipment for Ukraine RFI” no later than the date above. A separate capabilities statement may be included as long as requested information in the Attachment(s) is provided.
USAID/Ukraine requires potential partners' responses to this RFI to be written in English.
You may receive an electronic confirmation acknowledging receipt of your response but will not receive individualized feedback. We may reach out to individual respondents for further clarifications.
This RFI is open to all qualified firms. Local Ukrainian organizations/firms as well as US Small
Businesses are strongly encouraged to respond.
Per FAR 52.215-3, this is not a solicitation and should not be construed as a commitment by the U.S.
Government to issue any solicitation or ultimately award based on this RFI or to pay for any cost incurred in the preparation and submission in responses to this RFI. Responding to this RFI will not give any advantage in a subsequent procurement.
An industry day is being considered following receipt of responses. Responses will be used for internal purposes and will be held confidentially. Thank you for your interest in USAID programs in Ukraine.

QUESTIONS FOR PARTNER’S FEEDBACK
Procurement Support Services: Energy Equipment for Ukraine
The February 2022 Russian invasion of Ukraine has resulted in significant damage to the national energy networks (electricity, gas and heating) and those sectors heavily dependent on electricity for providing essential services (i.e. water, sanitation, and health, etc.). Since October 2022, Russian attacks on Ukrainian critical infrastructure targets have escalated. The Government of Ukraine has an immediate need for a wide array of equipment and materials to restore and stabilize the sector. This equipment and materials may include but are not limited to the following illustrative list. A more detailed, purely illustrative list is provided in Attachment B. Equipment listed in this RFI does not represent a specific, current requirement or include all potential types of equipment. They are merely illustrative examples for the purposes of helping respondents determine relevant corporate capabilities:
● Small-medium (5-25 MW) to larger (100-300 and more MW) power generators, gas-turbine based combined cycle, cogeneration CHP (Combined Heat and Power), hydro, wind or solar renewables.
● Autotransformers/Current Transformers/Power Transformers
● Substation Repair Equipment (circuit breakers, disconnectors, auto-relay protection equipment, software, etc.)
● Solid Fuel-Fired Boiler Houses and Network Pumps
● Heat Pipes and Shut-Off Valves
● Heating Network Connection Repair Equipment
● Excavators
● Vehicles (bucket trucks, trailers, emergency/recovery etc.)
● Variable speed water drives, water pumps, etc.
● Methanol, industrial salt, diesel
● Safety equipment
● Materials for small scale construction activities like sand, prefabricated structures, etc.
As reconstruction efforts continue, USAID anticipates that the GOU demand for energy sector equipment and materials will grow. Critically, new supply chains for essential equipment and materials that were previously sourced from Russia will need to be established. To address this, USAID is seeking information on organizations’ capacity for sourcing, procuring, transporting, and potentially installing equipment that is responsive to the technical specifications of the GOU. Areas of interest are market research, identifying and vetting potential vendors and suppliers, facilitating pre-bid meetings or pre-proposal conferences (when appropriate), and lead transactional procurement, inventory management, transport of equipment from their origin to delivery destination points within Ukraine, and potentially installation on site (including limited site preparation and construction). USAID is also interested in industry’s experience in designs of technical specifications in cooperation with host government stakeholders, such as Ukraine. Responses may result in one, multiple, or no solicitations.
In responding to this RFI, please complete the information in ‘Attachment A: Contact and Capabilities’ and review ‘Attachment B: List of Equipment/Materials - Energy’ to help inform responses to this RFI.
