About this file

This document is an amendment to a solicitation for an agreed-upon procedures engagement. The amendment extends the deadline for proposal submissions to September 22, 2023 and provides responses to questions received. The solicitation is for an agreed-upon procedures engagement to be conducted in accordance with AICPA attestation standards for the National Association of ICT Companies "ATIC" of Moldova. The final report must be issued by an audit firm based in the United States, European Union, Ukraine, Bosnia and Herzegovina, or Serbia. The amendment clarifies that the engagement is not expected to include a review of contributions from other donors of approximately $5.5 million. The auditor is expected to review one hundred percent of procurements, subawards, leveraged cash contributions, and related party transactions. A firm based in Moldova does not qualify to submit a proposal.
