The purpose of this Amendment is to incorporate changes in the RFP and answer questions from potential offerors. Answers are attached as a separate file.

Accordingly, the RFP is amended as follows:

SECTION C – DESCRIPTION / SPECIFICATIONS / STATEMENT OF WORK

Page 16, Section C.5 Management Modality, third paragraph – delete and replace with the following:

“The Contractor must maintain IDIQ Manager for the term of the Contract to manage the entire Contract and ensure that quality standards and schedules are met for all tasks. The IDIQ Manager will define and manage overall Contract requirements including staffing as well as cost and quality control of all tasks and assignments undertaken to achieve this Contract’s objectives.”

Page 20, Section C.7, under IDIQ Manager, second paragraph – delete and replace with the following:

“The IDIQ Manager position will be funded through direct costs when they are allocable to and paid directly under specific Task Orders. The Contractor must not bill USAID directly for IDIQ management costs under this IDIQ outside work allocable to specific task orders.”

SECTION K – REPRESENTATIONS, CERTIFICATIONS AND OTHER STATEMENTS

Page 74, Section K.3 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (NOV 2017), (2) – delete and replace the following:

“(2) The small business size standard is $15 million.”

L.6 INSTRUCTIONS FOR THE PREPARATION OF THE TECHNICAL PROPOSAL

1. Page 89, Section L.6.2 Page Limitations, first paragraph, first sentence – delete and replace with the following:

“The Technical Proposal is limited to 25 pages.

2. Page 89, Section L.6.2 Page Limitations, second paragraph, second sentence – change as follows:

“If the Offeror decides to provide additional tables, graphics, charts, graphs, etc. it may provide those in an annex.”

3. Page 90, Section L.6.3.1 para. a – delete in its entirety.

4. Page 91, Section L.6.3.3, replace in its entirety with the following:

“General approach to how the offeror will plan to organize, implement, and manage the task orders per each objective; how will they make decisions and develop methodology for each task order; and how will they ensure timely response to individual task orders, including developing design of evaluation, assessment or facilitation event; identifying, recruiting and mobilizing appropriate teams of the most suitable composition for a particular task.

The Offeror must convincingly describe their approach that demonstrates organizational capability to: recruit expatriate and local staff and/or local consultants; effectively organize staff into teams that can undertake the tasks in this award. Priority must be given to local/regional specialists or subcontracts with local/regional organizations with appropriate expertise. In addition, successful management of task orders will require a demonstrated ability to propose the best methodology for the Tasks in this award. The Offeror is expected to demonstrate capability to provide strong, competent direction and oversight during the implementation of task orders due to the short timeline.”

5. Page 93, Section L.6.3.5 – delete and replace with following:

“1. Branding Implementation Plan and Marking Plan. Offerors must include a Branding Implementation Plan and Marking Plan in accordance with the Branding Strategy included in Section D.3 of the IDIQ. The IDIQ Branding Strategy and subsequent Branding Implementation and Marking Plan will apply to all task orders under the project name “USAID Learning from Evaluations & Assessments for Development (LEAD)”. Branding Implementation and Marking Plans from the apparently successful Offeror will be reviewed and be subject to CO approval prior to IDIQ award.

6. Page 93, Section L.6.3.5 – delete and replace with following:

“4. CV/Resumes and Letters of Commitment for all proposed Key Personnel.”

L.7 INSTRUCTIONS FOR THE PREPARATION OF THE COST/BUSINESS

PROPOSAL

Page 93, Part 2 – Proposed Costs/Prices, second paragraph – delete and replace with the following:

The price ranges for TO No.1 are estimated at approximately $125,000 to $175,000 for the Access to Information Activity evaluation and at $100,000 to $150,000 for the Tajikistan Agriculture and Water Activity evaluation, respectively. A firm-fixed price (FFP) type contract is contemplated. Offeror must present summary and detailed budgets for the accomplishment of the interventions required to implement TO 1.

Page 94, Part 2 – Proposed Costs/Prices, 3. Consultants – delete this paragraph in its entirety.
