RFP 7200AA23R00053 BPA WHO INTERAGENCY EMERGENCY HEALTH KITS
No. QUESTION ANSWER 1 What is the maximum number of kits that could be procured in one year? USAID is not obligated to purchase any definite amount under the Blanket Purchase Agreement (BPA). The request to purchase
IEHKs is dependent on the number and scale of emergency responses during the year that require USAID/BHA direct procurement of IEHKs. When the need arises, a single purchase will not exceed 10 kits.
2 If a supplier does not have prior experience of IEHK but has experience with other kinds of kits, will they be considered for a call order?
The prospective Contractor will need to demonstrate that they will be able to source items, assemble, and store standard IEHKs that comply with the latest WHO standards and specifications. The Contractor must be capable of holding and maintaining up to 10 kits in stock for USAID during the BPA performance period (up to 5 years).
3 What will be the medium through which a call order will be requested/issued? A BPA Call Order for a specific purchase requirement will be requested via email to the selected Contractors (BPA Holders).
The Call Order (award) will also be issued by email.
Call Orders are often sent on a short notice for emergency requirements, so Contractors should be able to review and respond to USAID call order communications on a short notice, often 12-24 hours.
4 Should all products in a kit be registered in various countries or are kits exempt from registration and importation duties?
Importation and customs clearance requirements, including product registration, need to be addressed on a case by case basis between the Contractor and the Consignee, following issuance of a BPA Call Order. The items/components of each kit should be in conformance with WHO specifications.
More information on import and export requirements is available in Attachment 1.
5 What are the reporting requirements after the award of a call order? In the majority of cases, the Call Orders are issued for emergency response requirements. The Contractor shall immediately confirm the Ready to Ship Date of the purchased items. USAID/BHA will require the Contractor to have representatives available 24 hours /7 days a week, following award and until the kits/items are picked up or delivered to specified destination.
The Contractor will need to provide weight and dimensions of the final packaged items for transport arrangements. The Contractor shall advise on the shelf life of perishable items/medicines in the kits.
During the BPA performance period, the Contractor shall keep USAID/BHA regularly informed of the IEHK inventory reserved for USAID (stock levels, shelf life, location etc.).
6 Is past performance and price proposal considered part of the 12-page limit? The 12 page limit applies to the Technical Proposal. The Past Performance and Price proposals are excluded from this limit. The Price proposal should be submitted in the excel format - Attachment 2 – 7200AA23R00053 Pricing.
7 Is there a past performance template that should be used? There is no specific template to be used for Past Performance. When supplying details on past performance for relevant/similar requirements, please identify the Customer and their contact details. Please make sure to address the areas listed under Section
6.6 Factor 3 Past Performance, items a-d (pg. 27 of solicitation).
8 THE INTERAGENCYEMERGENCY HEALTH KIT 2017 includes a stationary component (pg. 11). We would love to respond to this call and would like to know if it's possible to submit a proposal only for the stationary component of the Interagency Emergency Health Kit and/or other pharmaceutical components within our purview.
For the purposes of the BPA, USAID is seeking Contractors that can supply at minimum, the components listed below (based on WHO's latest specifications for one standard IEHKs):
• 10 x Basic module: medicines
• 10 x Basic module: renewables and equipment (including basic documents)
• 1 x Supplementary module: medicines
• 1 x Supplementary module: renewables
• 1 x Supplementary module: equipment
9 Could USAID kindly extend the deadline for submission of proposals by a week, till May 11, 2023?
To meet the timeline of program requirements, USAID will not be able to extend the proposal deadline. USAID will evaluate all proposals received by May 4th, 2023.
10 FACTOR 1 TECHNICAL EVALUATION CRITERIA – Do I understand correctly that we should submit this information as a narrative/cover letter type of format or is there a specific format you would like us to use?
The technical response can be a narrative. Please make sure to address all items identified under the Technical Approach. You can refer to Section 6.5 for more details on the format.
11 Attachment 2 – 7200AA18R00080 Pricing – What is the validity of the price that we would be offering? In case WHO’s price would change (increase but it can also decrease) in the future, would we be able to amend accordingly during Emergency Call Orders?
Pricing should be based on the Contractor's current pricing per unit (IEHK) and this will be used for evaluation purposes only.
The Contractor still has the opportunity to provide updated pricing when USAID issues a BPA Call Order for a specific requirement.
