About this file

This document contains an amendment to a solicitation for intermittent United States personal services contractors to serve as financial management officers for the United States Agency for International Development. The amendment makes two revisions: it corrects a typographical error in the minimum deployment period from 90 to 45 workdays, and it provides responses to eight questions received about the solicitation. The solicitation seeks to award six contracts for a base year and four option years to qualified U.S. citizens to deploy overseas on an intermittent basis to fill short-term staffing gaps as financial management officers. Deployments would be for a minimum of 45 up to a maximum of 250 workdays per contract year to support circumstances necessitating increased staffing in USAID missions.

USPSC FMO Multiple Positions Solicitation No. 7200AA23R00020

Amendment No. 01

Questions and Answers:

Q.1 I reviewed this request in SAM and wanted to know if this is a solicitation that can be bid on by an agency able to staff these personnel.

A.1 Per ADS 309, PSC position can only be filled by the individual personnel contractors.

Q.2 Is the minimum activation period 45 or 90 workdays? The cover letter mentions 90-day minimum activation, the solicitation minimum 45 deployment.

A.2 Cover letter typo is correct to read 45 days.

Q.3 How will decisions be made among the six awardees as to who will be activated for any specific requirement? Will there be additional competition, or will Mission or Contracts Officer choose among the 6 at their discretion?

A.3 Awardees interested in each deployment will notify the team Point of Contact (POC).The POC will inform the requesting Mission of those who expressed interest. The requesting Mission then selects and confirms the deployment dates with the Intermittent Team member. Requesting Missions may choose to interview candidates expressing interest before selecting, however this is not typical.

Q.4 Will the PSC be able to decline a particular assignment? Much of the time I can be available for rapid deployment, but I probably cannot be instantly available all year round for potentially as little as 45 days of work.

A.4 Intermittent USPSCs are expected to deploy a minimum of 45 workdays days per contract year to remain active Bullpen members. However, extenuating circumstances can be considered. Intermittent USPSCs do have the ability to decline assignments.

Q.5 How soon does an applicant have to be available for activation? I am currently working on a PSC contract with the USAID/Morocco Mission through Aug 21, 2023, with a 6-month option. If selected, would I need to terminate this contract to be available for possible activation?

Amendment No. 01

A.5 Deployments vary and will be determined by the requesting Mission’s operational needs, subject to agreement with the Intermittent Team member.

Q.6 Is there an expectation that some work may be performed in the US? The letter to potential offerors specifies work in missions, but the market value section talks about locality pay for domestic USPSCs.

A.6 There is no expectation that work will be performed in the US.

Q.7 Will the PSC be expected to physically locate to the DC area while not on assignment abroad, or can they be located at their current place of residence in the US. Work Environment says the incumbent will be based in Washington DC.

A.7 There are no requirements for awardees to be in the DC area.

Q.8 Are these PSCs intended only to fill emergency needs, or also in the case of staffing gaps due to the overall shortage of FMOs, curtailments, language training or the like?

A.8 The primary mechanism to fill Foreign Service Officer positions is via the USAID assignments process. These Intermittent USPSCs will only be used to fill short term gaps for financial management officers.
