Solicitation No. 7200AA23R00011 - USPSC Country Advisor Questions & Answers
These are Questions and Answers related to Solicitation No. 7200AA23R00011 - USPSC Country Advisor
Question #1: Regarding the open position for Country Advisor 7200AA23R00011 the attached file mentioned Venezuela as the country to represent USAID. I'm a naturalized US Citizen (Oath ceremony November 2022) born and raised in Venezuela for 34 years until we moved to Orlando Fl in 2011 where we currently reside.
Based on my country-of-origin background and citizenship status, I would like to confirm there is no formal restriction that directly disqualifies me to execute the contract with USAID for this position.
Answer #1: Please see section I.9 of the solicitation, Eligible Offerors.
Question #2: I saw the position announcement for the country advisor role. In a couple places the announcement infers that it is supporting development projects throughout South America, however under the objective section, it is specific to Venezuela.
"The purpose of this solicitation is to procure a Country Advisor to support development programs in South America. The position would reside in a South American Embassy" vs The objective of this recruitment is to ensure that USAID has a highly qualified Country Advisor in Venezuela who will represent USAID and fulfill the duties and responsibilities of the position
Are you able to clarify if the intent for the role is broader regional support or only to activities in Venezuela? I know with the migration issue throughout the region that there are a few ways this could function. I thought I would verify. I am in Bogota currently and may know some folks that are interested.
Answer #2: The position will primarily be focused on USAID activities in Venezuela. The incumbent was based in Bogota but the position could move.
Question #3: I read the solicitation for the country advisor position for South America. I'm curious why this is not an FSL position. Is there any room to explore that possibility?
Answer #3: The position is a USPSC because it is field-based and potentially in a USAID non-presence country. Direct Hire USAID personnel such as FSLs are not an option in these circumstances
