Fringe benefits, indirect cost rates, and fixed fee percentages are also required. Other direct costs involve offeror and subcontractor travel, allowances, ODCs, equipment, and subgrants. The total estimated subgrant costs and applicable fixed fee must be provided. The related federal contract opportunity is a solicitation for the Compliance and Capacity Support for Diverse Partnerships IDIQ issued by USAID on January 11, 2023, with a phase one closing date of February 3, 2023. ATTACHMENT J.6 - COST/PRICE EVALUATION MATRIX

COST/PRICE MATRIX INSTRUCTIONS

The offeror will complete the cost/price matrix by including the proposed unburdened ceiling daily rates reflected in the above table for Senior and Mid-level categories. Offeror’s additional proposed labor categories should be included in the cost/price matrix. The prime offeror will also include its overhead and proposed fixed fee percentage ceiling(s). Further instructions are provided below.

[Note 1: The figures that are in quotes below are USAID plug figures and must be used by all Offerors for evaluation purposes. These plug figures are considered realistic for evaluation purposes.]

[Note 2: For evaluation purposes, Offeror's proposed indirect cost (the provisional rate will be used in the contract for small prime Offerors) allocated to these line items must be used.]

[Note 3: The application of indirect cost may be adjusted by the Offeror pursuant to the application of indirect cost rates set forth in the prime Offeror’s NICRA. Offerors must apply the appropriate indirect recovery rate(s) in accordance with the Offeror’s NICRA within the cost/price matrix.]

[Note 4: For the fixed fee percentage on item K (Sub grants) below, Offerors must use the proposed fixed fee percentage for grants under contract if NOT issued a letter of credit (per Section B.5.d).]

[NOTE 5: For the positions set forth below the price for these positions will be determined by using the CDR and the prime Offeror’s methodology for recovery of paid absences (leave and holidays).

The budget narrative must clearly and accurately demonstrate the method of recovery for workdays and paid absences for all labor categories where applicable.]
