Amendment No. 01

The P4P2 IDIQ Request for Proposals (RFP) is amended as follows:

1. Cover Letter - page i, insert “As amended per Amendment 01” at the end of the Subject line.

2. Update the page numbering in the Table of Contents.

3. Section B.8 MINIMUM QUALIFICATIONS - insert in the table the following minimum education and experience requirements for Labor Categories 01, 02, and 03:

Level Academic Degree AND Years of Work Experience

Senior Master’s or higher degree (e.g., PhD, JD, etc.)

Mid Master’s or higher degree (e.g., PhD, JD, etc.)

4. Section B.10 INDIRECT COSTS AND ADVANCED UNDERSTANDING ON CEILINGS

- delete “, or a prominent part,” from the sentence “Major subcontractors are those expected to perform at least 20%, or a prominent part, of the technical effort under the IDIQ as a whole, as opposed to any individual task order.”

5. Section F.6.1(b) Fair Opportunity Exceptions, (6), third sentence in the second paragraph under the heading Small Business Reserve, delete “whereby at least 50% of the total cost of services must be performed for the Task Order by the small business.”

6. Section H.2 ADDITIONAL REQUIREMENTS FOR PERSONNEL COMPENSATION -delete the following paragraph (d) Annual Salary Increases in its entirety:

“(d) Annual Salary Increases

Annual salary increase (of any kind -- cost of living, merit, promotion increase, or any other type) of not more than five (5) percent cumulatively may be granted after the employee's completion of each twelve month period of satisfactory services under the contract. Salary adjustments additional to salary increases for local staff may be implemented out of cycle, if the adjustments are made in response to U.S. Mission adjustments to the local compensation plan (LCP). Annual salary increases of any kind exceeding these limitations or exceeding the maximum salary in Section H.1 may be granted only with the advance written approval of the Contracting Officer.”

and re-letter paragraph (e) Definitions as paragraph (d) Definitions.

7. Section H.11 GRANTS UNDER CONTRACT (GUCS), paragraph (a)(1)(ii) Partner

Government Entities, in the reference to ADS 302.3.4.13.b, delete “.b”.

8. Section L.6(j), second sentence, delete “, or a prominent part,” from the definition of a Major

Subcontractor.

9. Section L.8.1 Organization of Technical Proposal, Technical Proposal Formatting Requirements, delete the first bullet containing font requirements in its entirety and insert the following bullet in lieu thereof:

● Offerors must utilize Times New Roman font of a size no smaller than 11 (including text boxes), except that Offerors may use either Times New Roman or Arial font of a size no smaller than 9 for text in tables, charts, graphs/graphics/figures, headers and footers. All text must be legible.

10. Section L.8.1 Organization of Technical Proposal, in the table describing the technical proposal elements and page limits, Technical Proposal Element column, item B. Home Office Organizational Chart listed in the row for Appendices, delete “Home Office” and insert “IDIQ Management Team” in lieu thereof.

11. Section L.8.1 Organization of Technical Proposal, below the table and before the Title Page requirements, insert “Divider pages will not count towards any page limits.”

12. Section L.8.2.1 Institutional Capacity and Management Approach - under Appendices, delete the second bullet, Home Office Organizational Chart, in its entirety and insert the following bullet in lieu thereof:

● IDIQ Management Team Organizational Chart. A simple organizational chart is required showing the illustrative IDIQ Management Team, including position titles, lines of communication and reporting and supervision (if applicable). The chart may also include other home office staff supporting the IDIQ Management Team, if any. The organizational chart must not exceed one (1) page.

13. Section L.8.2.2 Technical Approach - Narrative Responding to the Illustrative Programming

Scenario, first paragraph, after the second sentence, insert the following sentence: “Offerors’ response to the Illustrative Programming Scenario is for a first-year period of performance within an overall three-year program and total budget of $15 million.” Last sentence of that paragraph, delete “More specifically,”.

14. Section L.8.2.2 Technical Approach - Narrative Responding to the Illustrative Programming Scenario, under the bullet Programming:

a. First sentence of the first paragraph, after “Offerors must propose”, delete the word

“what” and insert “three” in lieu thereof. Also in the first sentence, after “specific programmatic activities”, delete “are suitable” and insert “, including at least one GUC,” in lieu thereof.

b. Delete:

“Offerors must also:

○ provide brief descriptions of three (3) initial illustrative programming ideas to be implemented via Grants Under Contracts (GUCs) incorporating conflict sensitivity to address the problems identified by the context analysis of the Illustrative Programming Scenario; and

○ briefly describe three (3) illustrative programmatic challenges they may face in the field and how they would address or mitigate them.”

and insert the following in lieu thereof:

“Offerors must also briefly describe three (3) illustrative programmatic challenges they may face in the field and how they would address or mitigate them.”

15. Section L.8.2.2 Technical Approach - Appendix: Illustrative First-Year Workplan Based on the Illustrative Programming Scenario:

a. Second paragraph, first sentence, after “Offerors must describe” delete “what”. Also in this same sentence, after “programmatic interventions” delete “are suitable”. Also in this same sentence, after “organizational systems” insert a comma and delete “and”. Also in this same sentence, after “personnel” insert “that”.

b. In the bulleted list, third bullet, delete “Transition” and insert “Start-up phase” in lieu thereof.

c. In the bulleted list, delete the bullet “An overall understanding of the key technical issues;”.

16. Section L.9, Part 2 - Proposed Costs/Prices, A. Labor Costs, paragraph (1), sentence beginning with “The information provided to support the proposed CDRs…” insert “the potential for additional qualification requirements to be specified in task orders (as noted under the table in B.8),” after “high quality staff”.

17. Section L.9, Part 2 - Proposed Costs/Prices, B. Indirect Costs, EXEMPTIONS FOR SMALL BUSINESS OFFERORS ONLY, last sentence in the last paragraph before the Cost/Price Matrix Instructions, delete “auditors” so that the sentence reads: “USAID will work with the small business to issue a NICRA establishing the proposed provisional indirect cost rates after award based upon acceptable information submitted above.”

18. Attachment J.2 Past Performance Short Form Template - please see the attached revised template, in which Item 7. Complexity of Work is revised to delete “Difficult _____ Routine ______” and insert “High _______ Medium ________ Low _______” in lieu thereof.

19. Attachment J.3 Cost/Price Matrix - please see the attached revised template, which incorporates the following revisions:

● on Tab 1 Instructions - under the Tab 3. Detail Budget heading, row 24, first sentence beginning with “The prime Offeror will include…”, the following language is added to the end of that sentence: “as applicable to matrix” to clarify that only fringe and indirect rates from the Tab 5. Indirect & Fee Chart that are applicable to the budget scenario in Tab 3. Detail Budget should be applied to the budget in Tab 3.

● removes Rows 16-19, 27-30, 37-38, 42-43, and 58 from Tab 3 Detail Budget which were for TCN Field-Based Staff and CCN Field-Based Staff salaries and fringe benefits as well as Allowances for Local Staff;

● revises the plug amount for Item 5 Allowances from $400,000 to $325,000, revises the plug amount for Item 8 Sub-Contracts from $100,000 to $500,000, and revises the plug amount for Item 9 GUCs from $5,000,000 to $2,500,000 in both Tab 2 Summary Budget and Tab 3 Detail Budget;

● inserts a row for Total Estimated Cost between Items 10 and 11 in Tab 2 Summary Budget and Tab 3 Detail Budget;

● revises the title of Item 11 “Fees” to “Fixed Fee” in both Tab 2 Summary Budget and Tab 3 Detail Budget; and

● revises the final “Total” line in Tab 3 Detail Budget to “Total Estimated Cost Plus Fixed Fee.”

Please note that the revisions made to the template are not highlighted or otherwise marked, so please review the revised template in its entirety.

An amended RFP is attached which incorporates the changes described herein and supersedes the previous version. Areas where language has been amended are highlighted in yellow.
