USAID Security Investigators Questions & Answers

These are Questions and Answers related to Solicitation # 7200AA21R00014 - USAID Security Investigators.

Question #1: I am currently a PSC investigator and am reapplying for this position. I have renewed my SAM info. Do I email the proposal or mail it to you? Do you still need a resume since I am already employed?

Answer #1: Yes, to all questions. Please carefully read Section B – SCHEDULE (see RFP pages 2-13), particularly Section B.1 STATEMENT OF WORK (on pages 2-9). Interested contractor must submit a Signed Cover Letter and Resume or Statement of Capability as stated in Section E.1 INSTRUCTIONS TO INVESTIGATORS (see RFP pages 34-35) for specific details.

All proposals must be sent via email to BOAInvestigators@usaid.gov before the closing date and time shown as stated in the original solicitation (see RFP Cover Letter, paragraph 4).

Question #2: This question pertains to the requirement to submit seven (7) references after offers are received. It does not state if the references must have first-hand knowledge of the individual's ability/performance to conduct background investigations or if that extends to overall performance as an employee, IC - more related to work ethic, etc. I may not have seven references to list with direct knowledge of my work performance as a background investigator (which I do) as I also do other security work.

Answer #2: Past performance information is not required to be submitted at the closing date and time of this solicitation. Shortly after offers are received, investigators will be invited to provide seven (7) references through e-mail notification. These contact references provided by the investigator will be notified via e-mail to complete an assessment of the investigator’s performance. See Page 34 entitled “3. Past Performance References.”

Question #3: We are a certified WOSB/WBE and SEBD Licensed Private Investigations Agency. In reviewing the RFP via Beta.Sam.gov, we are interested in determining if the services we provide would be applicable to what is outlined as our company’s specific area of expertise is in multi-database and public record investigations on individuals as well as companies. We have not previously worked on any Federal contracts; however, we are interested in exploring opportunities to do so. We have NOT previously conducted in person, on-site investigations;

however, we have conducted interviews by phone. Would our services be applicable to the overall efficiency of what this RFP is intended to accomplish? I would appreciate your guidance now rather so that I do not submit a response that you would not find of value to the stated objectives.
