Questions & Responses

United States Agency for International Development (USAID)

Office of Inspector General (OIG)

Instructions to Offerors (ITO)

U.S. African Development Foundation (USADF) and

Inter-American Foundation (IAF) Audits of Financial Statements

Solicitation #72001G24R00004

1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services.

There is an incumbent performing these services.

2. If not brand new, could you please provide the current / previous contract number?

72001G20M00005

3. The solicitation and instructions to offerors state the past performance description "must be no more than 2 pages in length." It then states, "offerors shall summit four different contracts.” Will the

Government clarify that offerors are allowed 2 pages per contract submission, or is the Government requiring the descriptions and data for all four submissions to fit within a single 2-page section?

Offerors are required to list all four different contracts within 2 pages. The information can be presented in the table type format or a brief narrative.

4. Page 14 of the SOW states the [period of performance] PoP for the option periods is November 20XX to December 20YY, with overlap in the final two months of each option. However, the solicitation document states November through October of each year. We also note there are deliverables in

November of each year. For consistency across all documents and the deliverable schedule, will the

Government consider a January through December period of performance for each contract period?

If January through December is not preferred by the Government, will the Government please clarify the intended period of performance and deliverable dates.

Thank you for bringing this to our attention. SOW page 10 -11, section A.7.19, “Schedule of

Deliverables to COR” stays unchanged as these dates are tailored to ensure the audit is completed in time to meet the Office of Management and Budget's (OMB) due date of November 15 each year.

SOW page 14, section A.13 “Period of Performance”, the table has been updated to following:

Base Year January 1, 2025 – December 31, 2025

Option Period One January 1, 2026 – December 31, 2026

Option Period Two January 1, 2027 – December 31, 2027

Option Period Three January 1, 2028 – December 31, 2028

Option Period Four January 1, 2029 – December 31, 2029

5. The solicitation instructions appear to have page counts for past performance only. Will the

Government confirm whether they intended to have page counts for the remaining sections? If the

Government does not have established page counts, may we recommend the following:

Technical Approach - 10 pages

Qualifications of Proposed Staff - 2 pages

Resumes - 2 pages each

Past Performance - 2 pages per contract submission

Due to the scope of the engagement, there is no page limit in other sections.
