Addendum One Summary for UNCW Moving Services IFB 72-BKAH26090

This addendum modifies the Invitation for Bid issued by the University of North Carolina at Wilmington for on-campus moving and temporary storage services. The scope encompasses office relocations, disassembly and reassembly of modular panels and office furniture, packing and unpacking services, and temporary storage throughout the UNCW campus and remote sites. Sealed bids are due July 21, 2026 at 2:00 PM ET with public bid opening via Zoom at 3:00 PM ET the same day. Questions regarding the solicitation must be submitted by July 9, 2026 at 12:00 PM ET, with responses posted by July 10. Contract award is anticipated by August 10, 2026. The initial contract term is two years from the final execution date, with the State retaining an option to renew for one additional one-year term upon written notice no later than thirty days before each term expires.

Pricing must be submitted using firm-fixed rates for moving supervisors and staff (hourly), moving trucks and vans, climate-controlled storage (per square foot per month), and replacement value protection insurance across multiple coverage tiers. A 10% HUB participation goal applies, targeting utilization of diverse firms. The vendor must furnish all labor, boxes, trucks, and equipment, maintain a minimum fleet of two branded moving trucks, and employ at least ten full-time employees. Replacement value protection of at least $10,000 per office relocation and appropriate insurance coverage are required. Prior to contract execution, the awarded vendor must register with the North Carolina Secretary of State and complete background checks for all personnel. UNCW's historical annual expenditure for these services averages approximately $72,000. Evaluation criteria weight vendor experience with similar public or private sector clients at 30% and quality of service and equipment, including claims procedures, storage options, and packing material pricing, at 40%.

QUESTION: Section 6.2, Page 17 - Will purchase orders be issued per move or under a master PO?

Answer: Purchase orders will be issued per move.

QUESTION: Section 7.0, Page 19 - Is a separate Customer Reference Form required?

Answer: 5.2 QUESTIONS TO VENDORS found on page 16

QUESTION: Attachment A, Page 19 - How should replacement value protection pricing be structured?

Answer: Proposers should provide their standard pricing structure for replacement value protection coverage and clearly describe the coverage provided, any limitations or exclusions, and how charges are calculated.

QUESTION: Attachment A, Page 19 - May storage pricing be based on a storage partner's rates?

Answer: Yes. Proposers may base storage pricing on a qualified storage partner's rates. Any subcontracting or use of storage partners should be clearly identified in the proposal, and the proposer remains responsible for managing the services and meeting all contract requirements.

QUESTION: Attachment A, Page 19 - Should vehicle rates be hourly, daily, or another billing unit?

Answer: Proposers should provide vehicle rates using their standard billing methodology and clearly identify the basis for the charge (e.g., hourly, daily, per trip, or other unit). The proposed pricing structure should be clearly explained in the proposal for evaluation purposes.

QUESTION: Attachment A, Page 19 - Should vehicle pricing include fuel, mileage, driver, insurance, equipment, and travel time?

Answer: Yes. Vehicle pricing should be all-inclusive

QUESTION: Attachment A, Page 19 - Should labor rates include standard moving equipment?

Answer: Yes. Labor rates should include the use of standard moving equipment necessary to perform routine moving services, such as dollies, hand trucks, moving pads, straps, and similar equipment.

Any specialized equipment that may result in additional charges should be clearly identified in the proposal.

QUESTION: Has these moving services previously been performed by UNCW staff, or has the University contracted with an outside moving company?

Answer: Contracted vendor

QUESTION: If the services have been outsourced, would you be able to share which company currently holds or most recently held the contract?

Answer: Two Men and A Truck

QUESTION: Will climate-controlled storage be utilized on an ongoing basis throughout the contract, or only on a project-by-project basis?

Answer: Climate-controlled storage is expected to be utilized primarily on a project-by-project basis, as storage needs will vary depending on departmental moves, renovations, and other university requirements. Ongoing or long-term storage may be needed occasionally but is not anticipated as a continuous requirement.

QUESTION: What types of items are expected to be stored (office furniture, records, electronics, artwork, etc.)?

Answer: Stored items may include office furniture, equipment, records, files, electronics, and other university-owned materials. Office furniture and general equipment are expected to make up the majority of stored items.

QUESTION: Approximately how long will items typically remain in storage?

Answer: The length of time items remain in storage can vary depending on the specific project and departmental needs. In most cases, storage needs are expected to be temporary and short-term, ranging from a few weeks to several months. However, there may be occasional situations requiring longer storage periods. The contractor should be able to accommodate varying storage durations as needed.

QUESTION: Will stored items require regular access or retrieval during the storage period?

Answer: In most cases, no. Stored items are generally expected to remain in storage for the duration of the storage period without requiring regular access or retrieval. However, there may be occasional situations where retrieval of specific items is needed, and the contractor should be capable of accommodating such requests when they arise.

QUESTION: Does UNCW have any specific environmental requirements for climate-controlled storage (such as temperature and/or humidity ranges)?

Answer: UNCW does not have a specific prescribed temperature or humidity range for climate-controlled storage at this time. However, any storage space provided should maintain a stable, climate-controlled environment appropriate for protecting university furniture, equipment, records, and other assets from damage due to excessive heat, cold, moisture, or humidity. The contractor should follow industry best practices for climate-controlled storage and ensure that stored items remain in good condition throughout the storage period.

QUESTION: Since Attachment A requests pricing for climate-controlled storage, could UNCW provide an estimate of the anticipated storage utilization (average square footage and typical duration of storage) so that vendors can develop pricing using similar assumptions?

Answer: Unknown. Please complete all sections of Attachment A

QUESTION: Are requests typically daily, weekly, or monthly?

Answer: As needed

QUESTION: Are there predictable seasonal periods with higher moving activity (such as summer, semester breaks, or year-end departmental moves)? Approximately how many move requests does UNCW complete annually?

Answer: This is an as-needed contract, and the University cannot predict or guarantee seasonal demand, workload, or funding levels. While some moves may occur during academic breaks or summer months, there is no consistent or reliable pattern of activity. For planning purposes only, the University has historically spent approximately $72,000 annually on moving and related storage services; however, this amount is not a guarantee of future work.

QUESTION: Is there a typical mix of smaller office moves versus larger departmental relocations?

Answer: The volume and size of moves can vary based on organizational needs throughout the year.

However, we generally anticipate that smaller office and workstation moves will occur more frequently than large-scale departmental relocations. Larger departmental moves are expected to occur less often and are typically planned well in advance due to their greater complexity and coordination requirements. The successful contractor should be prepared to support both routine individual office moves and occasional larger relocation projects
