About this file

This is a Justification for Exception to Fair Opportunity (J&A) document for a sole-source bridge contract action. The requiring agency is United States Pacific Command (USPACOM) J6, with the Defense Information Systems Agency (DISA) serving as the contracting activity under Defense Information Technology Contracting Organization (DITCO) PS72. The contract is a bridge action to extend Mission Partner Environment (MPE) Engineering and Enterprise Operations & Maintenance (EEO&M) services provided by incumbent contractor SOS International LLC (SOSi) under existing Task Order HC104723F0032 through the award of a competitive follow-on contract expected within 12 months. The bridge contract runs from November 1, 2026, through April 30, 2027 (six months base), with a six-month option period (May 1 through October 31, 2027) and an evaluated extension option for up to six additional months (November 1, 2027 through April 30, 2028), for a maximum potential duration of 18 months. The contract type is hybrid fixed-price and cost-reimbursement (travel and other direct costs).

The services encompass comprehensive systems integration, project management, network engineering, cybersecurity, synchronized service delivery, and coalition information-sharing capabilities across the MPE enterprise, with emphasis on zero-trust cybersecurity frameworks and rapid secure partner onboarding. SOSi is justified as the sole source based on unique qualifications including specialized institutional knowledge of USPACOM's federated MPE architecture, cryptographic topologies, and site-specific implementations, along with vetted personnel holding necessary bilateral host-nation base access credentials and active security clearances at all designated OCONUS operating locations. The justification emphasizes that transitioning to any alternate contractor would create unacceptable operational risk, mission disruption, cybersecurity and accreditation gaps, and substantial cost duplication during the short bridge period. Cost reasonableness will be determined through comparison against GSA Alliant 2 GWAC ceiling rates, predecessor historical pricing under Task Order HC104723F0032, and an Independent Government Cost Estimate (IGCE). Actions to overcome competitive barriers include providing a comprehensive technical data package during solicitation to eliminate the incumbent's informational advantage and allowing a 45-day proposal response window with a 90-day transition period for non-incumbents to obtain required logistical approvals and security clearances.
