U.S. Coast Guard Justification for Other Than Full and Open Competition
This document is a U.S. Coast Guard justification form for restricting competition in the procurement of commercial products at or below the Simplified Acquisition Threshold (SAT), issued under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12. The Coast Guard seeks to purchase seventy-five (75) Steerer Joysticks, part number HM1973, National Stock Number (NSN) 2030-01-468-5974, for the 47-foot Maritime Law Enforcement Boat (47'MLB). The suggested source is Allied Defense Industries, located at 210 Commerce Circle, Kearneysville, West Virginia 25430, with Unique Entity Identifier ESM9CL75DQG8.
The justification for restricting competition is based on the Brand Name designation, as the particular product is essential to the Government's requirements and market research indicates other companies' similar products do not meet or cannot be modified to meet the Coast Guard's needs. The rationale emphasizes that technical data necessary for assessing equal or alternate equipment is unavailable; the parts support currently installed components on the 47'MLB, and attempting to manufacture the item without proper Original Equipment Manufacturer (OEM) parts and access to OEM reproduction manufacturing drawings, specifications, tolerances, parameters, and test procedures could result in major mission degradation. The Contracting Officer employed multiple price determination methods, including market research, comparison of proposed prices with prices found reasonable on previous purchases, and comparison with similar items in related industries. The justification was signed by Christopher A. Hall (Technical and Requirements Point of Contact) on August 27, 2026, and Bryan Anthony Duffey (Contracting Officer) on November 4, 2026.
