About this file
This document is a listing of Federal Acquisition Regulation (FAR) provisions and clauses incorporated into a federal solicitation for commercial products and services.
The solicitation includes representations and certifications required during the proposal phase, encompassing compliance with prohibitions on contracting with inverted domestic corporations, entities requiring confidentiality agreements, and those subject to Federal Acquisition Supply Chain Security Act (FASCSA) exclusion or removal orders. Offerors must disclose their status regarding active exclusion or removal orders and identify any covered articles (information technology or operational technology products, services, or systems) subject to such orders. The solicitation mandates compliance with System for Award Management (SAM) registration and reporting requirements, including Commercial and Government Entity Code reporting and ownership or control disclosures. The document also incorporates clauses addressing small business program representations, indicating a total small business set-aside, along with Buy American requirements. Additional clauses cover prohibitions on ByteDance covered applications, certain telecommunications and video surveillance services or equipment, and require compliance with equal opportunity, employment, environmental, and trafficking in persons prevention requirements. Payment terms include electronic funds transfer via SAM and provisions for accelerated payments to small business subcontractors. The clauses are incorporated by reference with full text available at https://www.acquisition.gov/browse/index/far, and offerors may request full text from the Contracting Officer.
