About this file
This is a U.S. Coast Guard Justification for Other Than Full and Open Competition for commercial products and services under FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.
The Coast Guard seeks to procure one CONTROL-MONITOR (Part Number X00E50219606/S0002, NSN 5895-12-395-9484) manufactured by Rolls-Royce Solutions GmbH (CAGE D8266) in support of 154-foot Sentinel Class cutter fleet operations. The estimated total value is $99,800.00. The justification invokes the "Brand Name" authority, establishing that the particular OEM product is essential to government requirements because the Government lacks proprietary technical data, precise tolerances, material specifications, and reproduction manufacturing drawings necessary for full and open competition. The document identifies four qualified vendors: Pacific Power Products Company LLC (UEI: VCWRFP45TJA9, contact Mercedes Mogel, 253-478-7291), Stewart & Stevenson FDDA LLC (UEI: T1DUJLFCBEW3, contact Carlos Sanchez, 954-327-4440), Central Power Systems & Services LLC (UEI: F5FJCGTEHK26, contact Mike Halter, 816-781-8070), and The W.W. Williams Company LLC (UEI: WHURCQH9F365, contact Timothy Williams, 614-228-5000 ext. 21131), all classified as large businesses with uniform estimates of $99,800.00 based on past purchase history and market research. The justification emphasizes that substituting non-OEM alternatives would require extensive formal engineering changes, system re-engineering, mechanical analyses, and operational testing that would delay critical logistics and potentially compromise vessel safety, crew readiness, and mission capability including border security and maritime commerce facilitation. Documentation was digitally signed by the Technical and Requirements POC on October 29, 2026, and by the Contracting Officer on October 29, 2026.

The procurement of genuine original equipment manufacturer (OEM) CONTROL-MONITOR designed and manufactured by Rolls- Royce Solutions GmbH is required for the 154-foot Sentinel Class fleet. The primary purpose of the requested CONTROL-MONITOR (NSN: 5895-12-395-9484) is to provide engine control and monitoring during vessel operations. Because the Government does not possess the proprietary technical data, precise tolerances, material specifications, or reproduction manufacturing drawings required to solicit full and open competition, these CONTROL-MONITOR units must be procured from the OEM or its authorized distributors, if any. Sourcing unproven aftermarket alternatives represents an unmitigated risk, as there is no government-held baseline against which to verify or certify the performance and safety of non-OEM alternatives.
Attempting to substitute these critical components with non-OEM alternatives would likely require a formal engineering change in accordance with the Joint Surface Engineering Change Process Guide, CGTO-PG-85-00-900-G. This process triggers months of costly
ZB001
Last Updated 03/03/2026 system re-engineering, extensive mechanical analyses, technical design reviews, and operational shipboard testing to certify alternative CONTROL-MONITOR units can handle the operational requirements. Such protracted delays would divert critical logistics funds and could force affected cutters into a non-execute statutory missions, including securing U.S. borders, facilitating maritime commerce, and responding to national contingencies.
Consequently, strict adherence to the proven OEM configuration is mandatory to guarantee reliable cutter operations and comply with Coast Guard Configuration Management Policy under Commandant Instruction 4130.6C.
Utilizing non-OEM alternative parts introduces unacceptable safety and operational risk to the vessel and crew. Failure of a local engine operating panel may result in reduced propulsion control, limited vessel maneuverability, increased crew workload, and potential mission interruption. The casualty could also delay emergency responses and require use of backup controls or return to port for repair. During critical operations, this can reduce mission capability, increase casualty response demands, and place the vessel and crew at greater risk to safety, readiness, and survivability. While SFLC Equipment Specialists remain committed to conducting continuous market research to identify alternative vendors, the current lack of proprietary technical data makes achieving full and open competition highly improbable at this time, making the procurement of Rolls-Royce Solutions GmbH CONTROL-MONITOR units necessary to sustain fleet readiness.
