About this file
This is a Justification for an Exception to Fair Opportunity under 10 U.S.C. § 3205, filed by the Department of Homeland Security, United States Coast Guard (USCG).
The USCG proposes to consolidate four existing Salesforce contracts into a single task order on a sole-source basis with Computable Insights, LLC, a Salesforce-owned company located in Herndon, Virginia. The contract type is a Firm Fixed-Price Delivery Order for various types and quantities of Salesforce Enterprise licenses, with estimated total value undisclosed due to pricing redactions. Funding is through Procurement, Construction, and Improvement (PC&I) funds for Fiscal Year 2026, with the solicitation number to be determined. The four contracts being consolidated are: 70Z0G325FOIP L0028 (Stealth Solutions, Inc. - Navita); 70Z0G325FMSPL0011 (Acumen Solutions, Inc. - Gangway & AuxData); 70Z0G322FESDI30017 (Gowsmart, Inc. - MISLE-MEAM); and 70Z04425FOIPL0005 (Stealth Solutions, Inc. - Vessel Documentation System). The exception to fair opportunity applies under RFO 16.507-7, justified as a requirement for an item peculiar to one manufacturer—specifically Salesforce brand licenses.
The USCG requires Salesforce Enterprise Licenses to support mission-critical applications including Gangway (recruiting), AuxData (Auxiliary force support), MISLE-MEAM (case management for enforcement and adjudication), Navita (mariner licensing), and Vessel Documentation System (vessel documentation processing). The justification establishes that Salesforce is proprietary and the only viable platform for these applications; alternative platforms would cost approximately $9 million to rebuild and require extensive testing and retraining. The Contracting Officer has determined pricing is fair and reasonable based on Army CHESS Salesforce License IDIQ pricing, which offers lower costs than other GWACs and the Federal Supply Schedule. Market research conducted March-May 2026 confirmed Salesforce licenses are available through NASA SEWP V and Army CHESS, with the Army CHESS IDIQ identified as offering the most advantageous pricing without Contract Access Fees.
