Request for Information (RFI) # 70Z0G323RFIOIPL2453
1. Purpose: The Department of Homeland Security (DHS), U.S. Coast Guard’s (USCG) Command, Control, Communications, Computers, Cyber, and Intelligence Service Center (C5ISC) is issuing this request for information (RFI) for market research purposes to identify sources and capabilities. Responses to this market research will help in shaping the acquisition strategy for meeting C5ISC’s need for a data analytics and reporting solution that will support the USCG’s United States Aids to Navigation Information Management System (USAIMS). USAIMS is currently undergoing modernization and requires updated software to use as a querying and reporting tool to provide data to Congress and USCG partners.
The applicable North American Industry Classification System (NAICS) code and the Product Service Code (PSC) for this requirement have not yet been determined. The USCG is considering the use of one of the following: 541519 (Other Computer Related Services), 513210 (Software Publishers), and/or 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services) for NAICS codes and 7A20 (Application Development Software (Perpetual License Software) or 7A21 (Business Application Software (Perpetual License Software) for PSC codes. This RFI aims, in part, to identify which of these or different NAICS and PSC codes would be appropriate for this requirement.
Disclaimer: There is currently no solicitation. This RFI is not a request for proposals; submission of any information in response to this request is purely voluntary; the Government will not pay for any costs incurred nor is obligated to respond. All submissions become Government property and will not be returned.
After reviewing responses to this RFI, and if the USCG still plans to proceed with the acquisition, a solicitation announcement may be published on the Contract Opportunities (formerly FedBizOpps) website, or on GSA eBuy, or distributed to contract holders if a strategically sourced vehicle is deemed appropriate. It is the responsibility of the interested parties to monitor the Contract Opportunities website.
Failure to respond or submit sufficiently detailed information may result in a company not being considered a likely offeror when deciding on whether or how to set aside a solicitation for restricted competition. Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement.
Respondents are advised that the Government will acknowledge receipt of the information received and may provide feedback to respondents with respect to the information submitted.
No classified or sensitive information should be included in your response to this RFI; however, the Government is requesting pricing estimates to help gauge the marketplace environment and set realistic budgeting expectations for any future requirement. Please see “requests” below for additional information. The Government reserves the right to use any information provided by respondents for any purpose determined necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.
2. Salient Characteristics: The USCG is in need of software that meets the following salient characteristics:
· The ability for USAIMS users to query the Aids to Navigation Information System (ATONIS) database and other applicable sources (e.g. Marine Information for Safety and Law Enforcement (MISLE), Shore Asset Management (SAM)) via an intuitive interface without the use of coding (E.g. SQL) through graphical drag-and-drop interface; but acceptable for coding to also be able to develop query as alternative means.
· The ability to create, schedule, and distribute ad hoc reports from “real-time” data.
· Reports capable of being distributed on a customizable frequency including but not limited to automatic email functionality.
· The ability to seamlessly be accessed from within USAIMS application as a tile on the landing page with no additional password required. Once logged into USAIMS, moving to application shall be invisible to the user.
· Asset tracking capabilities that can be used to manage USCG Aids to Navigation (ATON) assets including all stages of an asset lifecycle and maintenance routines.
· The ability to seamlessly connect multiple dispersed data types into a single output file with no substantial limit of tables (5,000+) that can be connected for a single report. Must have the ability to query large and multiple datasets simultaneously, generating customizable and ad-hoc reports, supporting:
· Multiple if, then statements
· Multiple tables within Oracle database (3,294 current Tables)
· Postgres database
· Geospatial datasets (JSON)
· ESRI Map Services
· Excel csv
· Source files such as .doc, jpeg, .gif, and .pdf
· The ability to seamlessly generate outputs / reports / letterheads. Multiple data format output including but not limited to:
· .pdf (Portable Document Format)
· .csv (Comma-Separated Value)
· .doc (Document)
· HTML (Hypertext Markup Language)
· JSON (JavaScript Object Notation)
· PBF (Protocolbuffer Binary Format)
· .xml (Extensible Markup Language)
· Requires Intuitive interface supporting low learning curve with readily accessible job aids and performance support for users.
· Requires an easily navigable library / repository that is used to store reports and can be accessed and downloaded by users as needed.
· Come with key Out-Of-Box (OOB) functionality, that requires minimal configurations outside of network / server configs.
