About this file

This document is a federal solicitation amendment for a United States Coast Guard (USCG) project involving the removal and installation of Aids to Navigation (ATONs) in Massachusetts. The amendment includes updates to the solicitation, specifically: an updated wage determination, a USACE permit for Massachusetts, and responses to 10 Requests for Information (RFIs). The RFI responses provide critical details about work restrictions, environmental best management practices, and contractor responsibilities.

Key project requirements include performing construction activities during low-tide windows, complying with environmental regulations, conducting pre-construction wildlife surveys, and following specific protocols for marine work. The contractor will be responsible for fabricating and installing dayboards at Bowditch Ledge, using rock socketing techniques with an external casing, and following NOAA vessel routing guidance to avoid interactions with North Atlantic right whales. The work involves removing and replacing maritime navigation markers with specific environmental and operational constraints, such as minimizing substrate disturbance and preventing vessel strikes.

Summary of Changes

This solicitation is hereby amended to reflect the following changes:

1. Provide Updated Attachment #4 - Wage Determination: General Decision Number RI20250001 Modification Number 10 Dated 3 October 2025

2. Provide USACE Permit ATON Massachusetts (18 Pages)

3. Provide Request for Information (RFI) Responses (#1-#10)

Request for Information Responses:

RFI #1 - Are there any permit-related work restrictions, such as time-of-year restrictions, time of day restrictions or other factors that may impact work schedules?

Government Response: There are no time of year restrictions associated with this work. However, all work is subject to the following best management practices (BMPs) To comply with EFH and T&E species requirements within the area:

1. Construction activities will comply with the project design criteria described in Section 1.3.5 of the 2018 programmatic biological opinion.

2. Construction will be scheduled to occur during low-tide windows, where feasible, to minimize in-water work and associated turbidity.

3. All materials and equipment will be secured to prevent debris.

4. Water quality monitoring will be conducted in compliance with applicable permit requirements.

5. Pre-construction wildlife surveys will be performed to avoid potential impacts to protected species.

6. A steel pipe casing will be utilized during monopile rocket socket installation to reduce substrate disturbance and eliminate noise from typical pile driving activities.

7. Project vessels will operate at reduced speeds and, where applicable, will remain within established navigational channels to minimize the risk of vessel strikes.

8. All construction activities will comply with the General Conditions of the applicable U.S. Army Corps of Engineers General Permit, and Order of Conditions issued by the respective Conservation Commissions.

9. All vessel operations will follow NOAA vessel routing guidance to avoid interactions with North Atlantic right whales.

10. A Stormwater Pollution Prevention Plan (SWPPP) will be implemented during construction.

11. No barge grounding in submerged aquatic vegetation (SAV), or other tidal Special Aquatic Sites (SAS).

RFI #2 - Is there any mandatory sequencing for removal of ATONS?

Government Response: There is no mandatory sequencing for removal of these ATONs. All deconstruction, demolition, and removal sequencing will be based on the contractor's means and methods, as provided in the demolition plan to be approved by the USCG. Refer to specification section 02 41 00 for additional details.

RFI #3 - Lobster Rocks Daymarker is in close proximity to many private moorings, will the USCG coordinate removal of moorings adjacent to the daymarker or is the Contractor expected to coordinate the removal of moorings adjacent to the daymarker Government Response: Removal of private moorings is not included in this scope of work. Existing private moorings shall be protected in place.

RFI #4 - There are two floating rock markers in the vicinity of the Bowditch Ledge daymarker, will these be removed by the USCG prior to work or will the Contractor be responsible for the removal of these markers?

Government Response: These floating rock markers are owned and maintained by the CG and will be coordinated for removal prior to work commencing at Bowditch Ledge.

70Z0G125BBOST00010001

RFI #5 - Will any protected species observers be required while performing any aspect of work related to this solicitation?

Government Response: Pre-construction wildlife surveys will be performed to avoid potential impacts to protected species. Additionally, all vessel operations will follow NOAA vessel routing guidance to avoid interactions with North Atlantic right whales.

RFI #6 - Bowditch Ledge is in exposed waters where a turbidity curtain will largely be ineffective, please confirm that one is not required during the rock socketing process.

Government Response: Agree that turbidity curtains are not effective in these tidal environments. Regulatory agencies will accept a turbidity monitoring plan (i.e. visual turbidity monitoring, BMPs for reducing turbidity, halting work if excessive turbidity is observed, etc.) during sediment-causing activities in lieu of installing turbidity curtains. Note that an external casing is required for the rock socket procedure based on environmental regulatory agency requirements, helping reduce turbidity.

RFI #7 - Please confirm that the proposed procedure for rock socketing depicted on sheet S-009 is a suggested procedure and not the mandated means for performing rock socketing operations Government Response: The installation sequence provided on S-009 is general in nature and is intended to assist in illustrating the installation scope required. The contractor shall be responsible for final installation procedure and means/method for installation of the ATON, subject to approval by the CG. However, note that a casing is required based on regulatory agency requirements. Refer to specification section 35 13 10, Ch. 1.4, and specification section 31 62 16.17 for additional requirements.

RFI #8 - It appears that 26" is a difficult size to source for down-the-hole drills. Would the USCG accept a 32" socket at the Bowditch Ledge ATON site?

Government Response: Final sizing for socketing shall be per contractor determination. No exceptions taken to utilizing 32" diameter socket, provided appropriate casing size and adequate grout fill is provided to ensure stability and plumbness of proposed ATON installation.

RFI #9 - As the project is not involving any controlled maritime ports, please confirm that TWIC cards are not required for personnel employed on this project Government Response: TWIC requirements can be excluded from required identification documents

RFI #10 - Please confirm whether the day boards to be installed at Bowditch Ledge are to be provided by the USCG or fabricated by the Contractor.

Government Response: Dayboards are to be fabricated/ supplied and installed by the contractor.

All other terms and conditions remain unchanged
