About this file

This document is an amendment to a solicitation for repair of aids to navigation (ATON) at various United States Coast Guard sites in Massachusetts Bay. The United States Coast Guard Civil Engineering Unit Providence is seeking bids to provide all labor, materials, equipment, supervision, transportation, and disposal required to complete repairs to five ATON assets under a base bid and three additional ATON assets under option items. Repairs are needed for Londoner Rock Daybeacon, Boston Main Channel Light 5, Weymouth Fore River Channel Light 16, Harry's Rock Light, and Cohasset Channel Light 8. Option repairs include Whaleback Daybeacon 8, Brimbles Daybeacon, and Satan Rock Daybeacon 6. The estimated price range for the project is between $2,000,000 to $4,000,000. Sealed bids are due on September 8, 2022 by 2:00 PM local time in Warwick, Rhode Island. The period of performance is 330 days for the base bid and up to 450 days if all options are exercised.

This amendment provides responses to questions about tower measurements and soil conditions at two sites. Bidders should assume a 15 foot depth of overburden and rock socketed piles for those locations.

Amendment 0001

Repair ATON At Various USCG First District Sites in Massachusetts Bay 8/17/2022

RESPONSES TO RFI/QUESTIONS:

Q.1. Referencing Drawing S-202C: A5 states "Reinstall Truss Tower" and "Reinstall Truss Tower Ladder", I believe this should be "Provide Truss Tower" and "Provide Truss Tower Ladder". A2 depicts the tower as 20ft and the measurement extends past the deck of the tower, I believe the measurement should be 15ft to the tower deck.

A.1. Drawing S-202C, A5 states “Reinstall Truss Tower” and “Reinstall Truss Tower Ladder”, change to “Provide

Truss Tower” and “Provide Truss Tower Ladder”. The U.S. Coast Guard confirms the measurement of 15ft to the tower deck.

Q.2. Referencing Drawing S-202D: A5 states "Reinstall Truss Tower" and "Reinstall Truss Tower Ladder", I believe this should be "Provide Truss Tower" and "Provide Truss Tower Ladder". A2 depicts the tower as 20ft and the measurement extends past the deck of the tower, I believe the measurement should be 15ft to the tower deck.

A.2. Drawing S-202D, A5 states “Reinstall Truss Tower” and “Reinstall Truss Tower Ladder”, change to “Provide

Truss Tower” and “Provide Truss Tower Ladder”. The U.S. Coast Guard confirms the measurement of 15ft to the tower deck.

Preface to Questions 3 and 4:

In the notes off the Weymouth Fore River Channel Lt 16 and Harry's Rock Light, note 4, it gives a generic statement of assuming 100ftt of pile, which is a significant overstatement but more importantly not the cost driver for performing that work. When bidding a rock socket installation, the depth of mudline, i.e. how much you need to clear and prevent from collapsing is the key. A mud layer of 15 feet is significantly different than 2 feet.

Q.3. Can the USCG provide boundaries of the expected mudline thickness, distance from mudline to bedrock, for

Weymouth Fore River Channel Lt16 and Harry's Rock Light?

A.3. No historical geotechnical data was available, and no soil borings or probes were performed during the design phase.

Bidders should assume 15 feet of overburden to top of bedrock for bidding purposes.

Q.4. Are the current piles at Weymouth Fore River Channel Lt16 and Harry's Rock Light rock socket installations or driven pile?

A.4. Given the presence of rock outcroppings in the area of these two ATON’s, the designer of record conservatively assumed these piles would need to be rock-socketed. Casing shall be driven to top of bedrock, all overburden and rock tailings shall be removed before driving piles and grouting. Assume 100’ piles per Note 4 Sheets S-202C and

S-202D.
