QUESTION #1: (reference Description of Work item ‘A’ on sheet G-002) is the contractor responsible to provide temporary power to the following equipment during the removal of the electrical equipment within the vestibule?
A. Generator B. Phone lines C. Fire alarm system.
D. Lantern/Beacon
CG RESPONSE:
A. No, temporary power for generator is not in scope of work. Construction phasing should plan for the least amount of time possible for outage of generator connection/panel as the station is prone to experience frequent outages.
B. Yes, currently the phone line for the Station is routed through the lighthouse a temporary phone line system is required. Equipment for the line is mounted on the north interior vestibule wall. Contractor is to remove equipment from the wall and reinstall after work is complete. This phone line must remain active. Contractor is allowed a max of 4hrs downtime to cut over primary phone system to the temporary system. Contractor is to notify COR of temporary cut over a minimum of 2 weeks in advance. The contractor is responsible for a temporary system which will not impede work or the use of the phone line throughout construction.
C. No, the fire alarm system within the vestibule does not require temporary power.
D. No, it is anticipated that the beacon will be turned off during the duration of the work. The Coast Guard will coordinate for a temporary beacon if it is required. Reference, specification section 01 14 00, 1.3, a. “Prior to disconnecting, obstructing, or interrupting service to any beacons, provide at least 7 day notice to the contracting officer.” Contractor shall include this shut off in construction schedule to be coordinated during pre-construction planning.
NOTE: For clarification purposes, reference Description of work item C on sheet G-002. “At Interior vestibule, temporarily uninstall electrical equipment/panels as needed to accomplish work. Demo and Dispose of wall mounted objects which are abandoned in place and/or not in use (conduit, brackets).” This is to include the abandoned switch board panel located at the ground floor of the lighthouse east wall, directly outside of the interior vestibule door, and the large black cords (approx. 1.5” diameter) which connects to the abandoned panel.
Reference photos P3, & P4 included with amendment.
Unless noted otherwise all existing active electrical systems are to be uninstalled from the vestibule, salvaged and reinstalled as needed to accomplish abatement work. Reference Description of work item C, & AA on sheet G-002.
QUESTION #2: (reference Description of Work item ‘AA’ on sheet G-002) What is the required size of the service (panel size) you are looking for?
CG RESPONSE: Revise Sheet A-101 Construction Key Note #11 to read “Remove panel board, provide new 100 amp replacement panel board with main circuit breaker…”
QUESTION #3: Within the vestibule there are fire alarm devices. Is the contract to replace these systems as that they appear to be out of commission, or just remove and discard?
CG RESPONSE: Remove, salvage and reinstall existing items.
QUESTION #4: Within the vestibule in one window there is an exhaust fan with a thermostat. This appears to be a non-working system. Are we to just remove and discard the power and conduit and leave the fan in the window?
CG RESPONSE: Replace existing vestibule ventilation system, including Exhaust Fan, outside air intake Motor Operated Damper (MOD), and associated thermostat and control components.
Refer to A3/A-101 PLAN AT VESTIBULE ENTRANCE, A2/A-201 WEST ELEVATION, A2/A-202 EAST
ELEVATION and A4/A-901 PHOTO VESTIBULE EXTERIOR. Reference photos P1, & P2 included on separate sheet with this amendment.
WRT the Exhaust Fan, remove existing dome type exhaust fan from existing infill construction of window frame opening in west wall of vestibule. Provide replacement dome type Exhaust Fan, TAG EF-1; connect to existing electric for removed fan.
WRT the Exhaust Fan, EF-1 specification is as follows:
Spun aluminum, sidewall mounted, direct drive, 2 speed or provided by the fan manufacturer with “Vari-Speed FSC Drive” adjustable speed drive for use to set fan performance; fan shall be manufactured at an ISO 9001 certified facility and be listed by UL to UL 705. Fan shall bear the AMCA Certified Seal for Sound and Air performance. Fan shall be bolted and welded construction utilizing corrosion resistant fasteners. The spun aluminum structural components shall be constructed of minimum 16 gauge marine alloy aluminum, bolted to a rigid aluminum support structure. The aluminum base shall have continuously welded curb cap corners for maximum leak protection. The discharge baffle shall have a rolled bead for added strength. An integral conduit chase shall be provided into the motor compartment to facilitate wiring connections. The motor shall be enclosed in a weather-tight compartment, separated from the exhaust airstream. Unit shall bear an engraved aluminum nameplate and shall be shipped in ISTA Certified Transit Tested Packaging. Fan wheel shall be centrifugal backward inclined, constructed of 100 percent aluminum, including a precision machined cast aluminum hub. An aerodynamic aluminum inlet cone shall be provided for maximum performance and efficiency. Remove existing Motor Operated Damper (MOD) from existing infill construction of window frame opening in east wall of vestibule, associated thermostat controlling removed exhaust fan and MOD; and associated cables, conduit and accessories. Provide replacement MOD, nominal size, 24” x 24” (verify in field prior to preparation of submittal), thermostat, relays, cables, conduit and accessories to achieve the Ventilation Sequence of Operation below. Mount thermostat on west wall at 5’ above finished floor, at location approved by COR.
Provide permanent label for EF-1 “EF-1 – Vestibule Ventilation System” and mount next to thermostat. Motor Operated Damper: Extruded aluminum frame, aluminum blades and aluminum hinge pins with nylon bushings.
Motors are shipped loose for field installation. Basis of Design: Loren Cook BDM-24 (size to suit opening in East wall opening where damper shall be provided.)
Ventilation Sequence of Operation: On a rise in space temperature sensed at thermostat of 80 degrees F (adjustable), energize EF-1 and open Normally Closed MOD. When space temperature falls below set-point, EF-1 shall be de-energized and MOD shall close.
Execution: Mount MOD and EF-1 securely at locations of removed equipment, seal weather tight with silicone-based caulk; secure in place with stainless steel fasteners. Provide a Functional Performance Test of system equipment scheduled two weeks in advance with and in the presence of COR.
QUESTION #5: Is the contractor permitted to anchor to the structure to support the scaffolding?
CG RESPONSE: The following is added to Specifications section 01 35 29, 3.3 Scaffolding:
The Contractor shall provide a submittal for review and approval prior to work beginning illustrating scaffolding erection drawings, including product data, tube sizes, anchoring methods, and all related scaffolding system components. Scaffolding shall be designed by a licensed professional structural engineer retained by the contractor. The engineer is responsible for the scaffolding components and all general and other safety issues of the scaffolding system. Submittal shall indicate the method of attachment to the ground of the scaffolding and the design loads at each point where the scaffolding is in contact with the structure. Submittal shall include supporting calculation with stamped shop drawings. The supporting calculation shall list the design load assumptions and demonstrate that the proposed scaffolding members are capable of supporting these loads. Local weather conditions and wind loading shall be included. Noting the age and condition of this irreplaceable historic lighthouse, the government reserves the right to require that the scaffolding system be completely ground supported.
However, connections to the tower being used for stand-offs for lateral stability may be acceptable. These connections shall have the lateral load distributed over an area of no less than 1 square foot, shall not be used as the primary support system, and be fully characterized in the submittal. If the surface of the lighthouse is disturbed for lateral loads (or any other purpose) the surface(s) shall be restored in accordance with specification section 04 21 80 Masonry Repair and Repointing.
