This document is an amendment to a solicitation for boat basin dredging services at the United States Coast Guard Station in Jonesport, Maine. The contractor shall remove approximately 5,076 cubic yards of dredge material from the boat basin and dispose of it at the offshore Douglas Island disposal site between November 8th and April 8th in accordance with environmental permits. The amendment provides responses to questions from prospective offerors, clarifying that drawings of a boathouse re-roof are for reference only, that the health and safety officer and quality control representative may also serve as project superintendent, and that the Coast Guard will make efforts to accommodate the contractor's schedule when relocating vessels. The due date for receipt of offers remains September 10, 2021 at 2:00 PM local time in Warwick, Rhode Island. All other terms and conditions of the solicitation remain unchanged.

- The last page of the drawing package has a drawing related to re-roofing the boathouse. Please confirm that the scope of work included on this drawing is not part of this contract.

ANSWER: Correct, this drawing was provided for reference only.

- Can the SSHO / CQC representative have other duties (i.e. working Superintendent) on the project or is the position to be a dedicated position with no other duties?

ANSWER: The SSHO / CQC may be a superintendent provided the required SSHO / CQC work is completed in a timely manner.

- Are there any environmental time of year restrictions specifying when the work can or cannot be completed?

ANSWER: Yes, the work must be completed between November 8th and April 8th in accordance with the Maine Water Quality Permit.

- Is the contractor responsible for providing both a silt curtain and a debris boom or can the silt curtain satisfy both boom requirements?

ANSWER: The contractor is responsible for environmental controls however both booms are typically required.

- Will the USCG move their boats from the floating docks when dredging is occurring around them?

ANSWER: Reference Spec Section 1.1 SPECIAL SCHEDULING REQUIREMENTS however the USCG will make every attempt to accommodate the contractors’ schedule.

- If the contractor requires multiple days to dredge around a specific floating dock, will the contractor be required to re-open the floating dock and allow the USCG to dock their vessels at it during periods when the contractor is not dredging (i.e. at night), thereby requiring the contractor to relocate its dredge plant and siltation/debris booms, or will the USCG dock their vessels elsewhere at the station while the contractor is dredging around a specific floating dock?

ANSWER: Again, we will do our best to accommodate the contractors’ schedule. We do have more space available than we need during most operations and will likely only request contractors equipment to be removed if we have no viable alternatives.

- The permits for the project specify that the contractor is to avoid transiting to the disposal site when visibility is limited and references night as a period of limited visibility. The permit does not explicitly restrict transiting to the disposal site at night. Please clarify whether the contractor will be allowed to transit to/from the disposal site at night or if all transits must occur during daylight.

ANSWER: We understand that requirement to restrict night time transits.

- Could we get clarification/timeline of the schedule for this project based on the environmental window? Basically, when do you feel "Notice to Proceed" will be issued?

ANSWER: The work must be completed between November 8th and April 8th in accordance with the Maine Water Quality Permit. Our intent is to award a contract to facilitate performance within that window.

2. The due date for receipt of bids is unchanged and remains SEPTEMBER 10, 2021, 02:00 PM LOCAL

TIME, WARWICK, RI

All other terms and conditions remain unchanged.
