RFI’s: Are they emailed direct to you? How will we receive the replies; via Amendment or email?

ANSWER: As stated in note 4 on the cover page of the solicitation: “4. Submit any QUESTIONS to the Contracting Officer via email at daniel.b.walker@uscg.mil no later than the “Questions Due Date” listed above.” When the period for questions closes an amendment will be uploaded posting all questions and answers.

BID: Please confirm that this is to be sent electronically via email to you OR elsewhere.

ANSWER: As stated in note 5 on the cover page of the solicitation: “5. Email, telegraphic, telephonic, or facsimile bids will not be accepted.”

What amount of bulkhead space (LF work area) will be available for this work? We are preparing our pricing with waterborne equipment that will need to traverse the entire work area. Is phasing required / expected.

ANSWER: Phasing is required. See Phasing Plan incorporated via Amendment 0001.

What is the expected time from timber and hardware removed from the fender units to then be able to install new after the cleaning and painting the steel frames are completed and cured?

ANSWER: See Phasing Plan incorporated via Amendment 0001.

There is a note in the plans on sheet S-502 that reads Note 3: “All timber sizes shown as actual dimensions” Is this what is in place now, actual size timbers? Timbers are typically milled to nominal dimensions. i.e., a 12 x 12 measures 11 ½” x 11 ½” in size when we receive them from the mills. Actual size timbers would require a special order and equate to longer lead times and additional costs. Please clarify this requirement or is it mis-noted?

ANSWER: The actual existing timber member sizes are full 12”x12” and 6”x12”.

New timber members must be milled to full 12”x12” and 6”x12”.

Can all the specified fenders be removed of all timbers, hardware and foam filled fenders. Would clean and paint then occur on all fender frames. Then would all fenders be reconstructed with timbers, new and reused hardware and reinstall the reused foam filled fenders? Please clarify sequencing and again if phasing is needed.

ANSWER: See Phasing Plan incorporated via Amendment 0001.

Is the requirement to pre-drill and pre-countersink all new timbers prior to pressure treatment a true requirement that is expected?

ANSWER: Yes pre-drilling and pre-countersinking prior to treatment is required.

No drilling or cutting of timber members is allowed after treatment.

Talking with the GE manufacturer that is pricing up the added 500-amp breakers in the main distribution gear for the power mounds at the docks. We need to get the manufactures job# on the label on the front face of the gear. Can we please have a photo of the tag?

ANSWER: See attached photos.

It is understood that mobilization is supposed to occur 10 days after the project has been awarded. How long after the bid due date will there be an award?

ANSWER: See Block 13 D of the Standard Form 1442. Offerors submitting bids under this Invitation for bids agree to a 90-calendar day acceptance period.

It is understood that we cannot take up the entire dock space during construction. How many phases will there be during construction? How large of a portion of dock space can we work on per phase?

ANSWER: See Phasing Plan incorporated via Amendment 0001.

It is understood that we cannot take up the entire dock space during construction. How many phases will there be during construction? How large of a portion of dock space can we work on per phase?

ANSWER: See Phasing Plan incorporated via Amendment 0001.

Does the contract contain liquidated damages?

ANSWER: It does not include Liquidated Damages.

The project scope indicates a requirement to paint the exiting Steel Piles to the lower limit of elevation 0.00 MLLW. However, there is not sufficed time within a tide cycle to perform the specified substrate preparation, application of the specified paint product(s), and allow for the required cure time (temperature dependent) within the tidal zone.

These factors (tide cycle time and temperature) combined with work hour restrictions makes the possibility of compliance with the painting specifications unattainable. Please provide a specification for painting that allows for proper application of coatings within the tidal zone.

ANSWER: This specification has been used successfully on numerous waterfront re-coating projects that have extended to MLLW. Understanding there is some difficultly and concern on compliance at the MLLW elevation, blasting between MLLW and elevation +2 ft. may be relaxed to WJ-3.

The representative cross sections of the Existing and New Fender Panels indicate the Concrete Cap to be at elevation 6.00. The corresponding existing conditions and site utility plans indicate the top of pavement in the vicinity of the concrete cap to be approximately 3.3. Site visit observations do not appear to align with a difference in elevation between the concrete cap and existing pavement of over 2.5 ft. Please confirm the existing condition elevations of the pavement and concrete cap.

ANSWER: Clarification- All Fender work follows MLLW vertical datum. All Site/Utility work follows NAVD88 vertical datum...

Please provide geotechnical information relative to existing soil classifications, ground water elevation, and soil permeability within the sheeted bulkhead area where Utility excavation work is designated to occur.

ANSWER: See Phasing Plan incorporated via Amendment 0001.

Specification Section 01 14 00 Work Restrictions per 1.1c states that slip closures must be coordinated 30 day in advance of the work. The ability, or inability, to close multiple slips at the same time is not addresses. Please advise if more than one slip can be closed at the same time.

ANSWER: See Phasing Plan incorporated via Amendment 0001.

Specification Section 01 35 26 Gov’t Safety Requirements par 1.7.1.1.1 States, The SSHO may also may not serve as the Quality Control Manager. Please clarify id the SSHO CAN or CAN NOT also serve as the QCM.

ANSWER: Clarification- The SSHO CAN also serve as the QCM.

Is this project exempt from sales tax?

ANSWER: The following is an excerpt from page 1 of the SF 1442 in the solicitation: “BIDDER SHALL INCLUDE ALL APPLICABLE FEDERAL, STATE, AND LOCAL TAXES IN THEIR BID PRICE. A tax exempt number will not be provided.”

Is there a limit to the amount of existing shore ties that can be taken out of service at the same time?

ANSWER: See Phasing Plan incorporated via Amendment 0001.

Please verify that the Contractor is not responsible for providing temporary power, water, and sanitary services for boats that may be berthed while the shore ties are out of service.

ANSWER: See Phasing Plan incorporated via Amendment 0001.
