Amendment 00001
Q1: The solicitation states that work must be completed by June 30th, 2019. However the bid due date is April 23, 2019 and that leaves 68 days from dates bids are due until June 30th. Assuming the notice to proceed is issued sometime after April 23rd, that leaves even less days. Will the completion date be adjusted based on the NTP date?
A1: The completion date is set in accordance with environmental permits. It is the intent of USCG to issue Notice of Award and NTP as soon as feasible following bid opening.
Q2: What is the allowable load rating for the south corner of the steel sheet pile bulkhead with concrete cap/wale?
Can we utilize off-loading equipment on crane mats close to the wall to allow for off-loading of the scows?
A2: Offloading equipment on mats may be used south of the main building and a minimum of 10-feet horizontal setback from the bulkhead/sheetpile. Any existing landscaping disturbed during construction activities will be restored by the contractor to the pre-construction conditions.
Q3: Will access be allowed to the parking lot to stage a crane between the boat ramp and T-dock for temporary offloading of trucks and launching of marine equipment directly into the water? This would be the preferred approach to mobilization rather than backing trucks across the temporary road/spoils area and around the communication tower to a crane set on mats in the south corner.
A3: No. The parking lot is for use by MMB personnel.
Q4: Is access dredging allowed in the south corner of the boat basin to create draft for the marine equipment to operate?
A4: No. Additional dredging in the boat basin is not permitted.
Q5: Can a larger gate be installed at the construction entrance for construction equipment? The current gate is very narrow.
A5: The existing gate at the main entrance may not be modified. Either of the existing gates to the south of the communications tower may be used or expanded, with proper submittal and approval by the Coast Guard.
Q6: Can a second construction gate be added and temporary haul road to create a better traffic flow pattern?
A6: With proper submittal of proposed location and gate and approval by Coast Guard, additional gates and temporary access roads may be included.
Q7: Could you please clarify the dredging area shown in Sheet C-102? The dotted area depicted as the dredge area is only 20'x60'. This, with a calculated cut face of 2.5' (going from -5.5' to -8' with overdredge), is only ~100 CY of material.
I also see elevation cross sections for areas of the channel, with no corresponding areas marked in the plan view.
Please clarify where the 2500 CY requiring removal is located.
A7: The hatch pattern indicating the area to dredge may not have come through clearly in the printing process. The area to be dredged is delineated with coordinates (e.g. N 252,490 E 1,398,707) and dimensions all around (i.e. 145’, 96’, 204’, 100’, 265’ & 50’).
Q8 There were no permits provided in appendix A. Please provide if able for review.
A8: Draft conditions received. "As of now, the permit-specific conditions are:
(A) The permittee understands and agrees that, if future operations by the United States require the removal, relocation, or other alteration, of the structure or work herein authorized, or if, in the opinion of the Secretary of the Army or his authorized representative, said structure or work shall cause unreasonable obstruction to the free navigation of the navigable waters, the permittee will be required, upon due notice from the Corps of Engineers, to remove, relocate, or alter the structural work or obstructions caused thereby, without expense to the United States. No claim shall be made against the United States on account of any such removal or alteration.
Amendment 00001
(B) The permittee shall sign and submit the attached compliance certification form to this office within 30 days of COMPLETION of the regulated activity authorized by this permit and any mitigation work required by Special Condition.
(C) The permittee, and their agents, shall take actions to prevent construction materials, including debris, from entering any waterway to become drift or pollution hazards.
Note, these Special Conditions are typical for any project verified under the Nationwide Permit program. To my knowledge and according to the correspondence between USCG and NMFS(EFH) this office does not have any other Special Conditions to add to the permit."
Q9: The specification limits operations to 10.5 hours per day, 7 days per week. Are there time of day restrictions as well?
As this is a shallow water project, the work will have to be closely coordinated with tidal events. Having operations restricted to specific hours will greatly affect scheduling of work.
A9: The specifications allow for written request for work outside the hours listed. It is recognized that this project will follow tidal events and the proposed schedule should reflect such. Coast Guard personnel are housed at the main building and therefore, work will be prohibited between 2200 and 0630 (10 pm and 6:30 am).
Q10: What type of survey will be required for pre and post dredge measurements? Single trace or multi beam?
A10: Survey shall be of sufficient quality and accuracy as required to comply with Specification Section 35 20 23 paragraph 1.11.
Q11: Will there be a site visit scheduled prior to bidding?
A11: Not a scheduled site visit. See Section L of the solicitation for site visit instructions.
Q12: Will an area of the bulkhead be made available for offloading dredge spoils from barges into the upland dewatering area?
A12: Offloading equipment on mats may be used south of the main building and a minimum of 10-feet horizontal setback from the bulkhead/sheetpile. Any existing landscaping disturbed during construction activities will be restored by the contractor to the pre-construction conditions.
Q13: Will the contractor be allowed to dewater material on barges?
A13: No.
Q14: As the upland disposal site is mandated by contract, who will be responsible for any tipping fees, if applicable?
A14: Contractor shall be responsible for tipping/disposal fees, if any.
Q15: Will there be a silt curtain required on the project? Where would it be located on the project so dimensions can be taken?
A15: Turbidity curtains are not expected to be required, at this time. Turbidity curtain will be the responsibility of the Contractor, if needed, to minimize turbidity during dredge activities; however, at no time shall the Contractor or his/her equipment impede or block Coast Guard access to or from the boat basin. Dredge equipment will not be stored or anchored in the entrance channel when not in use.
