The USCG will be issuing a separate contract for work associated with the communication infrastructure (referenced as IT contractor herein) including, but not limited to, replacement of horizontal cabling, outlet boxes, and improvements to the server equipment.
The contractor will be required to coordinate the progress of work with the IT contractor. The IT contractor will be completing their work in two phases as follows:
Phase 1: During demolition activities, the IT contractor will remove all the existing horizontal cabling in the building. The existing pathways will also be reviewed to ensure viable pathways with pull strings to pull the new horizontal cabling to the work area outlet locations. The IT contractor will also be installing a new 25-pair copper cable and lightning protection between the MMB and UPH building which replaces an existing 6-pair copper cable.
Phase 2: IT contractor installs j-hook pathways, horizontal cabling, and a new cabinet in the existing telecommunication equipment room. The IT contractor shall complete the work prior to new ceilings being installed.

Major subcontractors who will engage in the work shall also attend.
1.9 CONSTRUCTION KICKOFF MEETING
After the preconstruction conference a Construction Kickoff Meeting will be held to discuss the scope of work in detail with the USCG representatives from design and construction, the design team, prime contractor, and subcontractors.
1.10 BUY AMERICAN ACT COMPLIANCE
All equipment purchased by U.S. Government agencies must comply with the “Buy American Act” (BAA). In summary, this means that the equipment or systems installed must be made in the USA.
1.11 BASIS OF DESIGN; AND BRAND NAME OR EQUAL
In general, the federal government does not include the name of manufacturers or model numbers to specify various items, equipment, components or systems. However, since equipment or other items of equal capacity is not necessarily available in the same arrangement, size or construction required for the specific use or application required, manufacturers' model numbers, figures or other "Brand Name" information or references are used in the Contract Documents for the convenience of the government and as a service to bidders, in order to generally identify features, performance and level of quality or materials to be provided. The information may appear in the specifications, on the drawings (in the form of drawing notes, schedules or other similar methods), or a combination of these methods.
Use of the name of a manufacturer in conjunction with the words "or equal" or "Design Basis" does not indicate a preference for this equipment, but rather that the government is not aware of all possible or acceptable sources of supply for the particular item, but has located at least one source. However, given the impact on the construction schedule, and need for coordination during that period, these two conditions have specific meanings relative to contract document requirements.
1.11.1 Basis of Design
Items specified without identifying a manufacturer or using "Design Basis" of "Basis of Design" may be proposed as part of the normal submittal process.
1.11.2 Brand Name or Equal
Items specified with the words "[Brand Name] or Equal" (information in square brackets may be a manufacturer plus model number or series of equipment) have been so specified because of their particular significance relative to successfully achieving design requirements and intent. When this specification method is used, the contractor shall, if s/he would
SECTION 01 11 00 Page 4 like to use a manufacturer/model number other than that specified, include a detailed submittal fully describing the item, including its ability to meet or exceed the required salient characteristics of the specified equipment, with the bid materials submitted, as an alternate manufacturer for evaluation as part of the bidding process. The contractor shall also fully bear any costs associated with use of the alternate equipment or item, if approved (e.g., work by other trades, other modifications required to achieve project requirements).
Equipment, components, items, products or systems specified using the Brand Name or Equal method are listed below, along with associated specification section and location therein.:

1.2 CONSTRUCTION SCHEDULE
Once approved by the Government, the Construction Schedule shall be maintained by the Contractor as a fluid document, and used during job meetings to review upcoming work. At a minimum, a two week “look ahead” will be discussed at each job meeting once the period of on-site construction approaches (i.e., within one month of start of On-Site Construction).
At, or prior to the Pre-Construction Conference, submit a Construction Schedule and Schedule of Values in accordance with FAR Clause 52.236.15.
Noting the need to adjust the schedule in response to comments from the CG, the duration of the on-site construction period, and to support efficient project management, the Construction Schedule shall be electronically prepared in software (MS Office Project) that can be easily adjusted, modified, and maintained by contractor personnel proficient in its use. Output shall be provided as hardcopy (size as required to be legible, and support use at job meetings) and electronic (.MPP and .PDF File formats) to be e-mailed to the COR for use and discussion.
The Coast Guard views the Construction Schedule, and management of it, to be a critical component for the success of the project. It is in the best interest of the Government and the Contractor to complete the work in a thoughtful, efficient manner in order to maximize resources, and minimize the period of construction.
The Construction Schedule shall clearly indicate the start and completion dates of major work components. The Schedule of Values shall clearly indicate unit value of all major work components.
The Construction Schedule shall incorporate at a minimum the following activities:

These activity periods shall not be exclusive of the contract performance period. No site work shall commence until the respective submittals have been approved.
The Construction Schedule and Schedule of Values as approved by the Government is not a substitute for quantities conveyed by the specification and drawings and those required for a complete job.
Omissions and errors on the Construction Schedule and Schedule of Values are the responsibility of the Contractor.
Payments will not be made until the schedule of prices has been submitted to and approved by the Contracting Officer.
1.3 CONSTRUCTION SCHEDULE UPDATES
Update the Construction Schedule as required, and in any event in advance of each Job Meeting, and distribute to Job Meeting participants at (or in advance of) each Job Meeting, and when schedule has been revised. Reflect any changes occurring since the last update. Submit copies of the purchase orders and confirmation of the delivery dates as directed.
1.4 SCHEDULE OF VALUES
The Schedule of Values shall be based on the actual breakdown of the bid price. The cost of insurance shall not be listed as a separate item but included as part of each item of work. The actual cost of bonds may be paid as the first progress payment when a receipt from the bonding company is presented to the Contracting Officer. In addition, keep the Government Inspector informed daily of the expected delivery dates for major pieces of equipment and materials.
The value of all major work components within the project shall be identified on the Schedule of Values on a unit quantity and unit cost basis, e.g. number of squares and cost per square of roofing, number of lineal feet and cost per lineal foot of conduit, number of panels and cost per panel etc. Lump sum items shall only be paid for when 100% complete.

In addition, any revisions to the Construction Schedule/Schedule of Values such as modifications or delays shall be reflected by Contractor submission of an updated Construction Schedule/Schedule of Values.
3.1.2 Modifications
When a modification is issued by the Government, record the modification as the last activity of the Construction Schedule and Schedule of Values and include the value of the modification. Adjust the Schedule of Values to reflect the inclusion of the modification. Revise the Construction Schedule portion of the form to annotate the progress change.
