CLARIFICATIONS:
1. SECTION F DELIVERIES OR PERFORMANCE, PARAGRAPH F.1 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (FAR 52.211-10)(ALT I)(APR 1984) IS HEREBY REVISED TO READ AS FOLLOWS:
The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than fifteen weeks (15) or (105 calendar days*) after the date the Contractor receives the Notice to Proceed. The time stated for completion shall include final cleanup of the premises.
Award is anticipated to be made early in the 4th quarter of FY 18. The on-site performance period is 7 September 2018 through 31 December 2018 (15 weeks). Mobilization and pre-dredge surveying may occur prior to 1 October 2018. Dredging shall NOT begin prior to 1 October 2018 due to regulatory (permit) restrictions. Dredging of the Main Pier, Boat Basin, and Turnaround areas may commence any time after 10/1. Dredging of the Jacob's Rock Causeway area may not commence until 11/13 to avoid interference with cadet sail training activities.
2. SPECIFICATION SECTION 352023, PAGE 3, PARAGRAPH 1.5.1, GENERAL, IS HEREBY REVISED TO
READ AS FOLLOWS:
1.5.1 General
A. The total estimated amount of material to be removed from within the specified limits, including side slopes, but excluding overdepths, is 10,700 cubic yards. The estimated quantity for bidding purposes shall be 10,700 cubic yards, which is the total quantity excluding overdepth. The maximum amount of allowable overdepth dredging is estimated to be 3,355 cubic yards; no additional payment will be made for the removal of overdepth material. The quantities listed are estimates only. The Contractor shall provide a unit price for removal of dredge material in the event that the pre-dredge hydrographic survey indicates additional material shall be removed above the design dredge depths. An adjustment to the contract price will be made in accordance with paragraph 1.11, Basis for Bids, based on the payable quantity actually removed as determined by the post-dredge hydrographic survey.
3. SPECIFICATION SECTION 352023, PAGE 3, PARAGRAPH 1.5.2, OVERDEPTH DREDGING, IS HEREBY
REVISED TO READ AS FOLLOWS:
1.5.2 Overdepth Dredging
To cover unavoidable inaccuracies with the dredging process, material may be removed to a depth of 1 foot below the design dredge depth specified and within the dredging limits. The cost of any material removed beyond the specified design dredge depth will not be paid as a separate item but should be accounted for in the cost to dredge the material to the specified design dredge depth.
4. SPECIFICATION SECTION 352023 PARAGRAPHS 1.12 A.7., 1.13, AND ALL OTHER REFERENCE TO DEWATERING ARE HEREBY DELETED IN THEIR ENTIRETY. There is no requirement for dewatering of materials intended for offshore disposal per USACE.
QUESTIONS AND ANSWERS:
QUESTION #1: Please clarify if the floating dock structures within the dredge footprint will be removed prior to dredge activities. Barge access may be tight in these areas and it may be challenging to dredge all material from beneath the floats. How will the material beneath the fixed pier be dredged? If the floats and pier are to remain in place, will an excavator based dredge (as opposed to a crane based dredge) be required to dredge beneath these structures?
ANSWER #1: Existing floating docks and piles are to remain in place. The intent is to dredge as close as possible to the structures without causing damage. See paragraphs 1.19.2 and 3.2.8 of Section 352023 for related requirements. The only restriction on means/methods of mechanical dredging equipment utilized is that, per paragraph 1.19.2.D of Section 352023, it is not permissible to conduct dredging from shore or adjacent structures.
Multiple dredging passes along the outboard faces of structures may be required for material below the structures to slide into areas where it will be accessible for removal.
QUESTION #2: Specification section 010000.1.1.E.3 specifies all work shall occur Monday – Friday between 0700 –1600. Dredging projects require working outside standard business hours due to tides and timing from offshore towing to and from the disposal site. Please clarify if there is a specific restriction at the Academy that limits work to the periods outlined or if this specification section is standard work period language that will be able to be modified per the procedures outlined. If this is an Academy restriction and will not be able to be modified, please clarify if the contractor will be allowed to remove and return the dump scow that will be transporting the spoils to the disposal site during times outside the outlined work period.
ANSWER #2: You are correct that these are typical standard working hours for Academy construction projects and can be modified IAW the procedures outlined.
QUESTION #3: Specification section 024101 references a siltation curtain and debris boon for construction and demolition activities however the section makes no reference to dredging activities. Please confirm that a siltation curtain is required for all dredging activities.
ANSWER #3: Yes, a siltation curtain and debris boom is required for all dredging activities
QUESTION #4: If a siltation curtain is required for dredging, please clarify whether the curtain needs to encompass just the area where the bucket is dredging or if it needs to encompass the area being dredged as well as the dredge and dump scow.
ANSWER #4: The siltation Curtain needs to encompass all areas where the dredging operation has the potential to cause siltation in the waterway.
QUESTION #5: Specification section 024101 specifies both a siltation curtain and debris boom. The use of a siltation curtain makes a debris boom redundant. Please clarify if the use of only a silt curtain will satisfy the requirement for both a silt curtain and debris boom as outlined in this specification section.
ANSWER #5: If one barrier can serve a dual purpose then only one will be required.
QUESTION #6: Specification section 352023.1.5.1.A states that the Contractor shall provide a unit price for additional material removed beyond the estimated quantity. There does not appear to be a spot to include the unit price in the solicitation. Please clarify.

ANSWER #6: To address this inquiry (and others), the Standard Form 1442, Solicitation, Offer, and Award and Section B Supplies or Services and Prices/Cost have been revised and must be submitted for your bid to be responsive to the solicitation and considered for contract award as indicated in paragraph 1.b. on Page 1 of this amendment (Standard Form 30 Amendment of Solicitation/Modification of Contract).
QUESTION #7: The Water Quality Certificate issued by the Connecticut Department of Energy & Environmental Protection references capping the dredge sediment at the disposal site. Please confirm that capping the dredge sediment at the disposal site is outside the scope of work covered by this solicitation.
ANSWER #7: See paragraph 1.12.A.3 of Section 352023.
QUESTION #8: Due to the solicitation being offered as a lump sum bid without unit price items, FAR clause 52.211-18 is not applicable. Please clarify how the Contractor will be compensated in the event that the pre-dredge survey indicates a total dredge available volume exceeding the 10,700 cubic yards that the lump sum price is based on.
ANSWER #8: FAR 52.211-18 Variation in Estimated Quantity (APR 1984) referenced on page 9 of the solicitation in Section I, Contract Clauses, under Paragraph I.1 Clauses Incorporated by Reference (FAR 52.252-2) (FEB 1998) is hereby deleted and is as a result, is not applicable to this contract. Please see clarifications provided on page 2 of this amendment as well as Section 352023, Page 4, Paragraph 1.11, Basis for Bids, for clarification regarding how the Contractor will be compensated in the event that the pre-dredge survey indicates a total dredge available volume exceeding the 10,700 cubic yards that the lump sum price is based on.
QUESTION #9: Please clarify the Contractor's responsibility with respect to dredging around and under the floats along the Jacob's Rock Causeway and Boat Basin. Specifically:
a. Does the Contractor need to remove the floats and float piles?
b. If the Contractor does not need to remove the floats and float piles but would like to remove them for his dredging operation, can he?
c. If the contractor removes the floats, can they be stored onsite in the water on a mooring?
d. Please clarify if the piles securing the floats are free standing piles in overburden or if they are rock socketed into ledge.
ANSWER #9: Existing floating docks and piles are to remain in place. The intent is to dredge as close as possible to the structures without causing damage. See paragraphs 1.19.2 and 3.2.8 of Section 352023 for related requirements.
QUESTION #10: Please clarify the boat activity that the Contractor should anticipate in the dredge prism during the period dredging will be occurring and if there will be any restrictions on when and where the contractor can work within the prism.
ANSWER #10: No access/work restrictions are anticipated with regard to Academy waterfront operations during the timeframe when dredging will occur. Dredging work is typically allowed as necessary/requested to accommodate tide levels and transportation to/from the disposal site (including evenings and weekends). The DQM (formerly Silent Inspector) system monitors/logs material quantities and transit info.
QUESTION #11: Specification section 024101. 2.1.A calls for a nonporous curtain material for the silt curtain.
Nonporous silt curtains are not recommended for tidal areas due to the sail effect of the curtain in the tide. Is a semi-permeable geotextile curtain acceptable in lieu of the nonporous curtain specified?
ANSWER #11: A semi-permeable geotextile curtain would to acceptable as long as it contains the silt created during the dredging operations to an acceptable level determined by the regulatory agencies.
QUESTION #12: Who is responsible for the removal and repositioning of pilings, floats and gangways in the dredge prism?
ANSWER #12: Existing floating docks and piles are to remain in place. The intent is to dredge as close as possible to the structures without causing damage. See paragraphs 1.19.2 and 3.2.8 of Section 352023 for related requirements.
QUESTION #13: Will the contractor be required to utilize a DQM ullage sensor?
ANSWER #13: Transportation and disposal of dredge material shall be performed in accordance with the National Dredging Quality Management program per paragraph 3.2.5 of Section 352023 and Special Condition 4 of the USACE permit.
QUESTION #14: Why are both a debris boom and siltation curtain necessary? The siltation curtain naturally acts as a debris boom with the floats at the top surrounding any floating debris.
ANSWER #14: If one barrier can serve a dual purpose then only one will be required.
QUESTION #15: Where is hard material up to 2 tons in weight to be disposed of, such as rocks?
ANSWER #15: Per paragraph 1.4 of Section 352023, the removal of hard material (as defined in paragraph 1.2) is not included. Based on recent core samples and historical maintenance dredging, the presence of hard material is not anticipated.
QUESTION #16: Are there utilities that can be connected to the office trailer and if so where would that be located?
ANSWER #16: If the contractor desires to mobilize an office trailer, provisions for location and available connections will be made during the preconstruction meeting based upon current conditions.
QUESTION #17: Who will be responsible for removing the boats currently moored and tied in the dredge location?
ANSWER #17: Boats will be removed by the Government. Dredging of the Main Pier, Boat Basin, and Turnaround areas may commence any time after 10/1. Dredging of the Jacob's Rock Causeway area may not commence until 11/13 to avoid interference with cadet sail training activities.
QUESTION #18: How is mobilization payment treated on a project that has significant assets that need to be transported with a lump sum?
ANSWER #18: To address this inquiry (and others), the Standard Form 1442, Solicitation, Offer, and Award and Section B Supplies or Services and Prices/Cost have been revised and must be submitted for your bid to be responsive to the solicitation and considered for contract award as indicated in paragraph 1.b. on Page 1 of this
QUESTION #19: Would it be possible to include extended work hours per day based on tidal events after 4:00pm?
ANSWER #19: Yes. See paragraph 1.1.E.3 for submission of requests for work outside of normal working hours.
QUESTION #20: How is the over dredge treated as a function of the lump sum? I noticed only the 10,700 cubic yards is included on the bid page, as well there is almost another 4,000 cy shown as overdredge.
ANSWER #20: To address this inquiry (and others), the Standard Form 1442, Solicitation, Offer, and Award and Section B Supplies or Services and Prices/Cost have been revised and must be submitted for your bid to be responsive to the solicitation and considered for contract award as indicated in paragraph 1.b. on Page 1 of this
QUESTION #21: Is the material to be dewatered for a certain amount of time?
ANSWER #21: There is no requirement for dewatering of materials intended for offshore disposal per USACE. See clarification #4 on Page 2 of this amendment.
QUESTION #22: Who is to pay for debris that is not to be disposed of at the central disposal site area?
ANSWER #22: All material will be disposed of at the Central Long Island Sound disposal site per the specifications and permits.
QUESTION #23: As the project is multi-faceted, would the government consider entertaining the project as an itemized bid?
ANSWER #23: To address this inquiry (and others), the Standard Form 1442, Solicitation, Offer, and Award and Section B Supplies or Services and Prices/Cost have been revised and must be submitted for your bid to be responsive to the solicitation and considered for contract award as indicated in paragraph 1.b. on Page 1 of this
QUESTION #24: Has the Coast Guard obtained the DEEP Permit that was missing at the time this solicitation was released?
ANSWER #24: The permits for the Jacob’s Rock Causeway area are under regulatory review and will be incorporated via a modification to the contract.
