General Requirements
1. SCOPE
1.1 Intent. This standard specification invokes general requirements for conducting vessel repairs performed by commercial contractors at a Coast Guard facility for Coast Guard vessels.

3. REQUIREMENTS
3.1 General. The Contractor must conform to all requirements specified in SFLC Std Spec 0000 and in this item, as applicable, during the performance of this availability. The requirements of this WI applies to all work under the scope of this contract, whether explicitly stated in all following work items or not, and to all other work subsequently authorized by changes, modifications, or extensions to the contract.
3.2 Contractor-provided fire watch personnel. The Contractor must provide fire watch personnel and equipment.
3.3 Welding and brazing requirements. The Contractor must perform all welding and allied processes, and NDE in accordance with SFLC Std Spec 0740.
3.4 Fire Prevention Specification. The Contractor must submit a Fire Prevention Plan in accordance with paragraph 3.1 of SFLC Standard Spec 5550
3.5. Period of Performance. The period of performance for this work starts on 27JAN25 and ends on 17FEB25.
3. 6. Location. The Contractor must perform the work while the USCGC STRATTON (WMSL 752) is alongside the pier at Coast Guard Island, Alameda, CA 94501. Note that the cutter is starboard side to the pier, so the rescue door is available for component removal

1. SCOPE
1.1 Intent. This work item describes the requirements for the Contractor to renew the cooling coil listed in Table 1 using Government-furnished property.

3. REQUIREMENTS
3.1 General.
3.1.1 CIR. The Contractor shall submit a CIR for the inspections listed in the following Paragraph(s):
None
3.1.2 Tech Rep.
None
3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection).
3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, Paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following :
· Insulation
· Piping
· Structural brackets
· Ventilation ducting
3.1.5 Work locations. The concerned work areas are listed in Table 1. See the applicable drawings in section 2 for guidance, locations, and details.
3.1.6 Materials. The Government will provide the cooling coils, but the Contractor must provide all other materials required for the work item.
3.1.7 Rigging plan. The Contractor must submit a plan for rigging out the existing cooling coil, and rigging in the new cooling coil from the pier down onto its foundation in the fan room. Submit the plan to the Contract Officer Representative (COR) for approval at the arrival conference. No rigging work can commence before approval. The plan should cover the following topics:
· Route for both removal and installation
· Locations for rigging supports/pad eyes
· Temporary access cuts requirements in SFLC Standard Spec 8636 (if necessary)
· Interference removals
· Crane location and capacity
NOTE
Coast Guard personnel will operate all shipboard machinery and equipment.
3.2 Operational test - initial. Prior to commencement of work, the Contractor shall witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR.
3.3 Temporary access cuts. If necessary to facilitate the removal of the cooling coil, the Contractor may cut holes /temporary openings in bulkhead and deck to facilitate accomplishment of the work specified herein. Perform all work required to open and close the access openings in accordance with SFLC Std Spec 8636.
3.3.1 Submit the drawing required in Paragraph 3.2 of SFLC Std Spec 8636 to COR using a CFR.
Note
Previous removals of this coil did not require access cuts, but the Contractor may propose access cuts based on their chosen rigging path.
3.4 Cooling Coil Renewal. Renew the cooling coil (Piece 2, Coast Guard Drawing 750-WMSL-512-007) in accordance with Coast Guard Drawings referenced in Section 2 utilizing a government-provided cooling coil. Renew all disturbed gaskets, o-rings and seals.
3.4.1 Any brazed or welded piping must be flushed in accordance with Paragraph A2.6.5.
3.4.2. Do not drain any fluids, including fresh water, onto the deck. The Contractor must dispose of all fluids in accordance with Federal, state and local requirements and SFLC Std Spec 0000.
3.5. Rigging. The Contractor is responsible for all rigging in accordance with the submitted rigging plan with the following considerations:
3.5.1 All existing padeyes that will be used for a lift must be pull tested to 1.5 times their Working Load Limit in accordance with SFLC Standard Spec 5000 Paragraph 3.2.7. All testing must occur in the presence of a Coast Guard Inspector.
3.5.2. If new padeyes are required, fabricate them in accordance with Coast Guard Drawing FL-1204-3 and SFLC Standard Spec 0740. Newly fabricated padeys must be pull tested to 2 times their Working Load Limit in accordance with SFLC Standard Spec 5000 Paragraph 3.2.7. All testing must occur in the presence of a Coast Guard Inspector.
3.5.3. Upon completion of testing, install a label plate in accordance with SFLC Standard Spec 5000 Paragraph B2.9.
3.5.4. The Contractor is responsible for obtaining the services of a crane.
3.6 Boundary test. The Contractor shall verify the integrity of all boundaries affected by this work item using one of the methods described in SFLC Standard Spec 0740, Appendix C. Submit a CFR. This is only necessary if a bulkhead is cut.
3.7 Leak test. After completing all authorized mechanical (i.e. threaded, bolted, etc.) joint repairs, the Contractor must test the effected water system's operation using the system fluid at normal operating pressure. Ensure zero visible leakage from or deformation of mechanical parts by repairing all leaks and discrepancies. Submit a CFR.
3.8 Hydrostatic test. After all authorized repairs, the Contractor must hydrostatically test all new pipe welds in accordance with SFLC Std Spec 0740, Appendix C, Hydrostatic Test. Ensure zero leakage from or permanent deformation of pressure-containing parts by repairing all leaks, deformations, and discrepancies. Submit a CFR.
3.9 Operational test - Final. Upon completion of work, the Contractor must coordinate and witness Coast Guard personnel perform a final operational test of items tested in the initial operational to demonstrate their operational condition. Submit a CFR.
3.9 Touch-up preservation. The Contractor shall prepare and coat all disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, Paragraph 3.1.13 (Touch-ups and minor coating repairs).

SITE VISIT:
If necessary, site visit shall be conducted between 13 January 2025 to 17 January 2025 between the hours of 0800 and 1300 Pacific Standard Time. Contractors shall sign in upon arrival at the front gate. Point of Contact for the Visit is LTJG Summer Gould at summer.gould@uscg.mil and contractors must provide the following information 24 hours in advance: First and last name, date of birth, company name, and visit date. Contractors are solely responsible for any costs incurred incidental to the site visit (travel expenses, per diem, etc.), or proposal development; the government will not reimburse.
SECURITY REQUIREMENTS
1. The Contractor and its personnel performing work under this project shall be escorted at all times whenever work is to be performed in designated restricted and/or controlled access spaces. At no time shall the Contractor and its personnel be left unattended while working in designated restricted and/or controlled access spaces. Escorts shall be Coast Guard members currently assigned to the designated facility complex with appropriate clearance levels and access to be in the specific designated restricted and/or controlled access space at the time work is to be performed.
2. The Contractor shall provide employee information for all foreign nationals (defined as those employees not currently designated a U.S. Citizen as determined by applicable U.S. law, regulation, or policy) prior to the commencement of any on-site work related to this project and entry onto the premises of the U.S. Coast Guard owned facilities. Individuals determined to meet the criteria to be considered a foreign national will be allowed access to U.S. Coast Guard owned facilities; however, these individuals will be prohibited from accessing the designated restricted and/or controlled access spaces, even when under escort, unless otherwise approved by the Command Security Officer.
3. The Contractor shall provide a personnel alphabetical roster of all individuals assigned to perform work under this project, listing the dates work is to be performed by the individual – daily rosters may be provided for ease of facilitating the next day’s work.
4. The Contractor and its personnel shall provide a valid non-expired state or federal issued photo identification card or credential upon accessing U.S. Coast Guard owned facilities and whenever entering the main entrance. Identification card or credential shall be handed to the sentry and front desk watch-stander for visual inspection and validation. Failure to provide a valid non-expired state or federal issued photo identification card or credential will prevent your access to U.S. Coast Guard owned facilities, even if under escort.
5. Contractors shall provide the COR with 24 hours of advance notice of every delivery to the site (e.g., concrete, lumber, parts, etc.) and provide the company name, delivery person, and phone number of the firm(s) making deliveries. All vehicle access to government property requires vehicle registration and proof of liability insurance. Otherwise access to the Coast Guard facility may be denied.
