The schedule of services lists both Item 53 (Chain Locker, Preserve 100%) and 54 (Chain Lockers, Preserve – Partial) as definite items. Shouldn’t these be listed as option items?
The same question applies to Items 55 and 56.
Answer: WORK ITEMs 53 & 54 should be Optional WIs… Corrected in REV-2

Attachment 1_Schedule of Supplies and Services
The Section B provided by the government lists the following items as “Definite” which directs the contractor to complete them without any further direction from the government; Item 53, 54, 55 and 56. It makes no sense to Preserve the Chain Lockers or Dirty Oil and Waste Tanks both Partially and at 100%.
Will the government change the Schedule of Supplies and Services to make these items all “OPTIONS”?
Answer: Work Items Item 53, 54, 55 and 56 were mislabeled as Definite, Corrected in REV-2
Question No. 006
DEFINITE/OPTIONAL ITEM NO. 1 PARA NO. 3.3.2
Hull Plating (side Scan), Ultrasonic Testing
Paragraph 3.3.2 directs the contractor to accomplish all required tasks within 10 calendar days of the start of the availability”. Paragraph 3.2 directs the contractor to abrasive blast and prime the u/w body of the vessel within 10 days of lifting the vessel. Paragraph 3.3.2 is not obtainable and should be deleted from the work item.
ANSWER: The work identified in 3.3.2 and 3.2 must be completed by the end of the 10th calendar day from when the contract begins. The 10th calendar day is the deadline regardless. 3.3.2 Must be completed “WITHIN” that same time period as well. The CTR must submit a CFR requesting approval for additional time if unforeseen circumstances arise that create a delay.

Tanks (Ballast), Clean and Inspect
Paragraph 3.2 does not identify the amount of fluids the contractor should plan on removing. Will the vessel be arriving at the contractor’s yard with more fluids that are normally present at low suction?
ANSWER: The Ballast tanks should be empty (low suction) prior to dry-docking; any additional fluids found within the tank will be a Change Order.

DEFINITE/OPTIONAL ITEM NO. 25 PARA NO. 3.2
Gripes, Binders and Jacks (Loose Rigging Gear), Inspect and Test
Paragraph 3.2 is not a complete paragraph. The sentence, “The Contractor shall perform the work described in the” does not have an ending. Please provide the complete work item.
ANSWER:
The Contractor shall perform the work described in in Table 1, in accordance with SFLC Std Spec 5000, SFLC Std Spec 7400, SFLC Std Spec 6310 and using Coast Guard Drawing 175 WLM 581-001 as guidance

Question No. 010
DEFINITE/OPTIONAL ITEM NO. 30 PARA NO. 3.2
Tanks (Ballast), Preserve, Partial
Paragraph 3.2 directs the contractor to “Power tool clean all affected surfaces to “bare metal”, in lieu of abrasive blasting”. Since Ballast Tank Preservation 100% is Work Item 29, how much of the ballast tanks interior surfaces is the contractor to mechanically clean to bare metal? The industry standard is normally up to 20%. If more than 20% of the tank interior surfaces require to be taken to bare metal, abrasive blasting of the tank at 100% is normally warranted.
ANSWER:
Work items 29 & 30 are Optional WIs (Corrected in REV-2), based on CFR associated with Clean & Inspect. Partial will use pwr tool method to clean effected surfaces to bare metal and feather out to coating that is well adhering and coat IAW WI-30 and SFLC std spec 6310.
If WI 29 is activated then KTR shall prepare and coat all tank interior surfaces (including internal surfaces of manhole cover(s), manhole cover hull ring(s) extending outward to the weld line that ties the hull ring into the tank plating on the tank exterior) using the system specified for " Tanks and Voids, Ballast Tanks; Option I or II " in SFLC Std Spec 6310, Appendix B (Cutter and Boat Interior Painting Systems). Select finish/top coat color to match existing.

Grey Water Holding Tank(s), Inspect
Paragraph 3.4.1 and 3.4.2 incorrectly reference Work Item 38 as “Galley Sink Drain, Modify”. The correct Work Item number is 37. Please make this correction.

Paragraph 3.2 identified the location of work as the “top of the exhaust stack (03-70-Q). The work item does not identify the amount of plating to be replaced or the area of the stack. Please provide the amount of plate that the contractor is to price for this item.
ANSWER:
WIs 005 thru 010 covers “structural steel plating renewal”. KTR can activate the number of (4 square ft) units via CFR to be activated as needed. (The location of wastage is at the top horizontal plaiting at back side below the drain where water tends to lay (approximately 8 to 10 square ft.)

TITLE: Temporary Services, Provide - Cutter
Table 1, sub-paragraph 3.3.4 in paragraph 3.2 of WI 61 directs us to provide duty section berthing, but does not indicate how many males and how many females we need to provide berthing for. Please provide this information.
ANSWER: -
Work Item 61 (TABLE) 3.3.3 states "Duty section berthing: 1 male, 1 female. Duty section berthing shall be provided for during disruption of berthing."
WILLIAM TATE has a 2 person duty section so the KTR will need to provide 2ea single berthing rooms. It doesn't matter if male or female occupies them as long as they are separate rooms.
