About this file
This is a Request for Information (RFI) issued by the United States Coast Guard for market research purposes regarding a salinity monitoring system upgrade for the USCGC HEALY (WAGB-20), a 420-foot icebreaker homeported in Seattle, Washington. The USCG seeks contractor capability information for procuring and installing two Burkert 8619 Multicell Controllers, two Burkert 8220 Conductivity Sensors, and two Burkert S020 Insertion Fitting Adapters to replace obsolete McNab MC-81 salinity cells in Auxiliary Machinery Room #1. The work requires removal and disposal of old equipment, fabrication and welding of custom mounting hardware, electrical work including cable replacement and repair, and full system integration with the ship's existing Machinery Plant Control and Monitoring System (MPCMS). Interested parties must respond by 4:00 PM Eastern Daylight Time on March 20, 2026, via email to CWO2 Corry Thomas (primary) or Stephen Krumfolz (alternate) with responses limited to 2 pages addressing capability and approach, procurement confirmation with lead time estimates, and Rough Order of Magnitude (ROM) costs broken down by labor, materials, and travel expenses.
The RFI requires responses submitted as searchable PDFs in a specified format with a 1–2 page ROM estimate in Excel format only, including assumptions and limitations. The Government will not reimburse response costs, and submission of proprietary information is not requested; however, any voluntarily submitted proprietary content must be clearly marked and provided separately as an appendix. Marketing brochures, phone/voicemail submissions, and late responses will not be accepted. This RFI does not constitute a promise to issue a future RFP, and non-response does not preclude participation in any subsequent solicitation. The work must comply with multiple Coast Guard standards including SFLC Standard Specifications 0000, 0740, and 3042, along with applicable MIL-STD requirements and Coast Guard technical drawings.
