About this file

This is a Questions and Answers document for the CGC Harry Clairborne Drydock Repairs solicitation. The document addresses bidder inquiries regarding work item requirements, inspection specifications, and technical clarifications for the vessel repair project scheduled for May 5, 2026 through August 3, 2026.

Key clarifications include: Appleton technical representatives are not required for "Inspect and Test" work items; estimated repair areas for Work Items 60, 62, and 63 are 10, 8, and 10 square feet respectively, determined through ultrasonic testing; Work Item 69 requires an independent NACE Level 3 inspector for all critically coated surfaces preservation work as a non-separately priced (NSP) item with costs to be factored into preservation work items, though a QP 1 qualified independent inspector is acceptable as an alternative per SFLC Standard Specifications 0000 and 6310; and L3 Harris (formerly L3 Controls, Inc.) serves as the current representative for relevant work. All preservation work involving critically coated surfaces must include independent inspection oversight, and bidders should reference the standard specifications for definitions and requirements.

QUESTIONS AND ANSWERS:

Please see the answers to the proposed questions below:

•Q1: WI 36, P 3.1.2 “Please, confirm an Appleton Technical Rep is not required”
•A1: Appleton tech rep is not required for “Inspect and Test” work item type. Tech rep would be required if SOW called for “inspect and Service.”
•Q2: WI 63 P 3.2.2, 3.2.3 -“For bidding purposes, provide area to be renewed”
•A2: The work item is written to inspect area via UT shots and then determine appropriate square footage to be renewed. However, the ships crew has estimated the total repair area to be 10 SQFT.
•Q3: All Paint Items & WI 69 - “WI 69 Independent NACE Inspector (Level 3), Provide: Provide the services of an independent NACE-certified level 3 inspector for the preservation of all critical-coated surfaces. Is this item Not Separately Priced and should this requirement be included in each preservation item?”
•A3: This item is NSP and price associated with an independent NACE 3 Inspector should be factored into all preservation work items of critically coated surfaces. Definitions of critically coated surfaces can be found in SFLC Standard Specification 0000 and 6310.
•Q4: WI 60 P 3.2.2, 3.2.3 - “For bidding purposes, please provide area to be renewed”
•A4: The work item is written to inspect area via UT shots and then determine appropriate square footage to be renewed. However, the ships crew has estimated the total repair area to be 10 SQFT.
•Q5: WI 62 P 3.2.2, 3.2.3 -“For bidding purposes, please provide area to be renewed”
•A5: The work item is written to inspect area via UT shots and then determine appropriate square footage to be renewed. However, the ships crew has estimated the total repair area to be 08 SQFT.
•Q6: WI 16 P3.1.2.1, 3.1.2.2 - “Please provide a point of contact for L3 Controls, Inc. The office we worked with in the past in MA is now closed”
•A6: L3 Harris is now the representative.

· Q7 Work item 69 is requiring a Nace 3 inspector for the duration. Our vendor is QP 1 qualified which normally doesn’t require a 3rd party Nace. Do we need to bring in additional inspector as per item 69?

· Yes, the specification requires the KTR to provide the services of an independent NACE 3 inspector for all WI’s that involve critically coated surfaces. However, SFLC Standard Specification allows for a QP 1 qualified inspector to oversee the preservation of critically coated surfaces. The definition of a critically coated surface can be found in SFLC Standard Specification 0000 and 6310. We will accept a QP 1 certified inspector as sufficient so long as they are independent from the shipyard.
