About this file

This document is a Questions and Answers (Q&A) file for a Request for Quote (RFQ) related to the USCGC George Cobb (WLM-564), solicitation number 70Z08526QIBCT0011. The Q&A addresses three key clarification points for the contractor: (1) confirming the pricing duration for berthing area disruption is during the disruption period, (2) verifying hydraulic fluid renewal requirements including a 500-gallon central HPU reservoir, and (3) clarifying non-destructive testing (NDT) weld inspection requirements without mandatory hatch removal.

The associated federal contract opportunity is for a vessel maintenance project by the US Coast Guard in California, with a fixed firm price definitive contract. Key administrative details include: drawing requests due by 8 AM PST on 19 December 2025, site visit coordination with LTJG Luke Wassei and Ou Saephanh, and restricted document access requiring Joint Certification Program (JCP) certification for US or Canadian contractors. The solicitation indicates the Contracting Officer plans to award based on initial submissions, emphasizing the importance of comprehensive and competitive initial offers.

USCGC George Cobb (WLM-564) Request for Clarification RFQ#70Z08526QIBCT0011

Q&A

1. 0-17 - Task Title for subpara 3.3.4 includes the below text:

{Note: Choose one and delete the rest: (1) The entire duration of the availability, (2) during disruption of berthing areas} Will USG clarify which option KTR must price?

Answer: (2) during the disruption of the berthing areas.

2. D-013, Table 1 Item 28 directs renewal of all hydraulic fluids. The provided tech pub only provides quantities for the winches and not for the vessel central HPU. Is KTR also required to renew hydraulic fluid in the central HPU, and if so what is the capacity?

Answer: Yes, all fluids. The deck equipment hydraulics must be completely flushed and renewed . The capacity of the central HPU reservoir is up to 500 gallons, in addition to the volumes in all other equipment.

3. D‑002 Table 1 Task #1 directs KTR to perform 10 UT shots on the gasket channel surface. Task #2 directs KTR to conduct NDT on all welds.

To complete Task #2, significant paint removal would be required, along with removal of the vessel hatch. The current specification does not direct the contractor to perform partial or full preservation, nor does it direct removal of the hatch.

As it necessitates substantial additional work not currently identified in the specification, will USG confirm or clarify the Table 1 Task 2 requirement?

Answer: The government has determined that removal of the hatch is not required or recommended to accomplish the NDE in Task #1 and #2. The contractor may include in their bid price room for removal of the hatch if the contractor desires. Discussion of the method for accomplishing D-002 Task #2 or questions about further details or descoping may be conducted at the arrival conference or with the COR during the project.
