About this file
This file is a listing of Federal Acquisition Regulation (FAR) provisions and clauses applicable to a commercial products and commercial services procurement for fixed-price services below the Simplified Acquisition Threshold.
The document specifies representations and certifications required from offerors, including compliance with System for Award Management (SAM) registration, commercial entity code reporting, ownership disclosure, prohibitions on inverted domestic corporations, and Federal Acquisition Supply Chain Security Act (FASCSA) compliance. Offerors must disclose any subcontractors performing more than 20 percent of total contract value or critical performance elements, including the subcontractor's name, business size, and work description; the prime contractor remains fully responsible for all contract performance. The file incorporates 41 FAR clauses by reference covering labor standards (including Service Contract Labor Standards and Fair Labor Standards Act compliance), equal opportunity requirements, anti-trafficking and anti-segregation provisions, payment terms (electronic funds transfer and accelerated small business payments), dispute resolution, changes and termination provisions, and prohibitions on contracting with entities providing Kaspersky Lab products, certain telecommunications equipment, or ByteDance applications. A notation indicates that SAM system updates may lag policy changes, potentially requiring representations not explicitly listed in the solicitation.

The submission shall include, at a minimum, the subcontractor’s name, business size, and a brief description of the work to be performed.
