SCOPE OF WORK

Bow Thruster Control, Engineering & Install

1. SCOPE

1.1 Background. The U.S. Coast Guard (USCG) Surface Forces Logistics Center (SFLC) – Long Range Enforcer Product Line (LREPL) has identified the need to upgrade the Bow Thruster Control Panels onboard USCGC HEALY (WAGB-20). The upgrade involves transitioning from legacy analog control panels to modern touchscreen-based human-machine interfaces (HMIs). The Human Systems Integration Division (DPR-23) conducted a human factors review of the proposed HMI design and identified several areas requiring further engineering development to ensure compliance with MIL-STD-1472H and operational requirements.

1.2 Scope. This Statement of Work (SOW) establishes the requirements for the Original Equipment Manufacturer (OEM) OmniThruster Inc., to provide engineering services, supply all necessary parts, and perform the installation of the six Control Stations and Programmable Logic Control (PLC) for the Bow Thruster System onboard the USCGC HEALY (WAGB-20).

1.3 Objective. The objective of this SOW is to engage OmniThruster, Inc. to refine and finalize the design of the Bow Thruster Control HMI upgrade, supply all required components, perform the installation, and ensure compliance with MIL-STD-1472H, alignment with operator needs, and seamless integration into the USCGC HEALY operational environment.

3. REQUIREMENTS

3.1 General. The contractor shall provide engineering services, supply all necessary parts and components, and perform the installation of the upgraded Bow Thruster Control System. The scope of work includes addressing the observations, findings, and recommendations outlined in the attached Human Factors Review. The scope of work includes, but is not limited to, the following tasks:

3.2 Design Refinement

3.2.1 Screen Titles and Headers: Ensure all HMI screens (Main, Alarm, Maintenance) clearly indicate their titles and the location of the control panel (e.g., Bridge Master, Port Wing).

3.2.2 Color Coding: Standardize the use of colors for buttons, indicators, and alarms in accordance with MIL-STD-1472H, Table XV and Table XL. Ensure consistency with legacy system color conventions where applicable.

3.2.3 Button and Indicator Size/Separation: Refine the layout of touchscreen buttons and indicators to meet the minimum actuation and separation requirements specified in MIL-STD-1472H, Figure 3.

3.3 Functional Enhancements

3.3.1 Alarm and Maintenance Screens:

3.3.1.1 Ensure alarms and maintenance indicators use terminology consistent with the legacy system to avoid operator confusion.

3.3.1.2 Clearly differentiate actionable buttons from indicators.

3.3.1.3 Clearly define the scope of components that can be operated through the Maintenance Screen.

If certain components are already operable on the legacy system, ensure the same functionality is maintained in the new design. No new functionality shall be added unless explicitly stated and approved by the USCG Technical Representative.

3.3.2 Control Panel Status:

3.3.2.1 Implement functionality to display the status of all control panels (e.g., which panel is enabled or in control).

3.3.2.2 Ensure the system provides clear indications when control is transferred between panels.

3.3.3 Brightness Adjustment:

3.3.3.1 Develop a method for operators to adjust HMI brightness levels.

3.4 Installation Requirements.

3.4.1 Contractor Supplied Parts.

3.4.1.1 The contractor shall supply all parts, components, and materials required for the installation of the upgraded Bow Thruster Control System, including all items listed in Table 2 – Contractor Furnished Equipment, as well as any other components and materials not specifically identified within the SOW. This includes, but is not limited to, HMIs, PLCs, wiring, enclosures, and mounting hardware.

3.4.2 Installation Services.

3.4.2.1 The contractor shall perform the installation of the upgraded Bow Thruster Control System onboard the USCGC HEALY.

3.4.2.2 Installation shall include the removal of legacy control panels, integration of new HMIs and PLCs, and all necessary wiring and system connections.

3.4.2.3 The contractor shall ensure minimal disruption to the vessel’s daily work schedule during the installation process.

3.4.3 Testing and Commissioning.

3.4.3.1 The Contractor must develop and submit for approval a testing and commissioning plan which identifies all test conditions and abnormal conditions which must be verified after installation.

3.4.3.2 Conduct thorough testing of the installed system to verify functionality, compliance with design specifications, and operational readiness.

3.4.3.3 Testing must include operation in all modes from all operating panels, and include abnormal conditions such as loss of power, loss of control power, PLC error, or other known failure modes according to the manufacturer’s guidance, and the agreed testing and commissioning plan.

3.4.3.4 Provide on-site support during system commissioning to address any issues or adjustments required.

3.4.4 Unforeseen Issues and Growth.

3.4.4.1 The contractor shall identify and document any unforeseen issues that arise during installation, including but not limited to additional materials, hardware, or labor required to complete the installation.

3.4.4.2 The contractor shall notify the USCG Technical Representative immediately upon identifying such issues and provide a cost estimate for the additional work or materials required.

3.4.4.3 The USCG reserves the right to approve or deny additional funding for such unforeseen issues.

3.4.5 Training: Provide training to USCG personnel on the operation and maintenance of the upgraded system.

3.5 Compliance Verification. The Contractor must submit to the Coast Guard controls systems’ functional description and details of design changes as detailed in 3.5 subparagraphs for compliance review.

3.5.1 Conduct a detailed review of the refined HMI design to ensure compliance with the following MIL- STD-1472H requirements:

3.5.1.1 Touchscreen Controls, 5.1.3.1

3.5.1.2 Simple Indicator Lights, 5.2.3.3

3.5.1.3 Title and Portlet Design, 5.17.8.2.1

3.5.1.4 Alerting and Alarm Systems, 5.18.8

3.5.2 Conduct review of the upgraded PLC code to ensure existing functionality and safety functions are included.

3.6 Deliverables. The contractor shall provide the following deliverables no later than 120 days after award:

3.6.1 Design Documentation: Updated HMI design specifications, including screen layouts, color coding schemes, and functional descriptions, ready for implementation, including all supporting documentation.

3.6.2 Critical Functions and Safety-Related Aspects of the PLC: Clearly identify and document the critical functions and safety-related aspects of the PLC. These should include, but are not limited to, emergency shutdown procedures, fail-safe operations, and alarms for critical system failures.

3.6.3 HMI Instructions and Menu Explanations: Update the HMI instructions to include detailed explanations for each screen and menu. Each menu should be accompanied by a visual representation of the new HMI screens and a clear description of their functionality.

3.6.4 Provide a copy of the PLC and HMI programs in their native format (e.g., configuration files) to allow maintenance personnel to redownload or restore the PLC program as needed.

3.6.5 Technical Publications. The Contractor must develop and provide technical publications in accordance with SFLC Standard Specifications 0850 and 0860.

3.6.5.1 Coast Guard Technical Publication (TP) 5220A Bow Thruster System Model JT 2200 IB shall be updated for the equipment and accessories of the system changed as a result of the control console modifications. The Coast Guard Contracting Officer upon request by the Contractor will provide a copy of the current Coast Guard technical publication for the equipment/system.

3.6.5.2 Deliver Appendix A, PLC Ladder Logic Program.

3.6.5.3 Deliver Appendix D, PLC Hardware Manual and PLC Programming Manual.

3.6.6 Drawings. The Contractor must develop and provide drawings for installation, operations, and maintenance purposes in accordance with SFLC Standard Specifications 0850 and 0860.

3.6.6.1 Provide drawings covering the arrangement, and assembly of each modified control console.

Sub-assembly drawings of each hardware item shall be included. Drawings shall completely identify the physical characteristics, weight, center of gravity, locations and functions of each major piece of the unit.

3.6.6.2 Provide drawings supporting the shipboard installation of the control consoles and PLC. The installation drawings shall include the plan view, and all side/elevation views of the control consoles and PLC. These drawings shall provide complete information necessary to install the new control panels, PLC, system boxes, interconnecting cables, to modify existing components, and any other associated items.

3.6.6.3 Deliver applicable updated drawings listed in paragraph 2.0 References, affected by this modification.

3.7 Intellectual Property. Omnithruster retains all rights to the intellectual property, with the exception of the Coast Guard's right to use the installation drawings outlined in Section 3.6. These rights are limited to use by the Coast Guard during installation, subsequent repairs, modifications, and internal distribution. No rights are granted to third parties. All other intellectual property rights remain exclusively with Omnithruster.

3.7.1 PLC and HMI code and configuration files must be provided to the Coast Guard with no limitation regarding Coast Guard internal use or modification.

3.8 Acceptance Criteria. The USCG will review and approve all deliverables to ensure they meet the requirements outlined in this SOW and the attached Human Factors Review.

3.8.1 Comments or redline alterations to deliverables will be provided prior to final approval. All comments or redlines must be answered or adjudicated before final approval.
