About this file

This is a Performance Work Statement and General Requirements specification for vessel repair services performed by commercial contractors at a Coast Guard facility for Coast Guard vessels, specifically for the USCGC Polar Star (WAGB-10).

The contractor must design, procure, and install an Addressable Flooding Alarm System meeting 46 CFR 62 and ABS Steel Vessel Rules standards. The system shall interface with the CGMCS to exchange data, display, and log alarm and events. Work is scheduled from May 1 through June 20, 2026, at USCG Base Seattle (1519 Alaskan Way S, Seattle, WA 98134). The system requires two power sources with minimum one-hour emergency battery backup, independent operation from other shipboard electrical systems, zone address identification capability with sensor-level identification, and communication over a dedicated LAN. Equipment must operate continuously in marine environments with ambient temperatures from 32°F to 115°F and humidity from 0% to 95%. The contractor shall install sensors in 13 existing locations identified on Coast Guard Drawing 400 WAGB 6504-4, use commercial off-the-shelf equipment currently in production, and provide an OEM-certified Tech Representative for installation and commissioning. All work must comply with referenced SFLC Standard Specifications for welding, electrical cable, and ship structure preservation. The contractor must submit a Fire Prevention Plan, obtain all required materials, clean bilges in five specified machinery spaces to accommodate hotwork, and address lead-based paint precautions. Award will be made to the vendor offering the greatest value regarding price and technical capability. The technical point of contact is EMCM Jong Kim at jong.s.kim@uscg.mil.
