About this file
This is a Statement of Work (SOW) for the fabrication and delivery of exhaust expansion joints for the USCGC POLAR STAR Main Propulsion Generator exhaust system. The contractor must fabricate, test, and deliver two 22-inch multi-ply flex assemblies with liner, including all required labor, supervision, materials, equipment, and tools. The assemblies must operate at normal operating temperature of 900°F with a system design temperature of 1200°F and must be fabricated in strict accordance with Government-furnished drawings, ASTM F1120 standards, and Expansion Joint Manufacturers Association standards. All materials must be new, and any deviations from specifications require written Government approval.
Quality control requirements include liquid penetrant examination of bellows pressure welds, with pneumatic leak testing permitted as an alternative to hydrostatic testing to protect internal insulation. The contractor must install permanent metallic data plates, directional flow arrows, and highly visible shipping bars locked at the 20-inch face-to-face dimension. Each assembly must be delivered with a Certificate of Conformance, properly packaged to prevent damage and corrosion per ASTM F1120. The required delivery date is July 31, 2026, to USCGC Polar Star at 1519 Alaskan Way S, Seattle, WA 98134, Attention: LCDR Joshua Herring (206-758-7682). The solicitation number is 70Z08526Q026573, issued by the Department of Homeland Security US Coast Guard.
