Scope of Work Summary: USCGC POLAR STAR OWS Flow Totalizer Troubleshooting and Repair
This is a Scope of Work document for a firm-fixed-price contract requiring onboard troubleshooting and repair of the Oily Water Separator (OWS) flow totalizer system aboard USCGC POLAR STAR (WAGB-10) in Seattle, Washington. The contractor shall diagnose and restore proper receipt, display, and totalization of the overboard flow signal by the PureBilge 5015S system and Flomec RT40 flow meter/transmitter. Work includes inspection of the installed flow meter/transmitter, signal wiring, terminals, power supply, and PureBilge control system interface; verification of wiring continuity, terminal correctness, signal path integrity, polarity, grounding, scaling, and configuration; verification of meter output type and receiving input compatibility; and adjustment, recalibration, reconnection, retermination, minor rewiring, parameter configuration, and minor repair necessary to restore system operation. The contractor shall furnish all labor, supervision, tools, test equipment, incidental materials, and travel required to complete the work. The firm-fixed price includes all costs for diagnostics, minor repair, functional testing, and report preparation.
The fixed-price scope explicitly excludes replacement of major components, the flow meter/transmitter, the PureBilge control unit, PLC, HMI, major electrical assemblies, piping modifications, major cable replacement beyond minor local repair, work on unrelated casualties, and additional corrective action outside the affected flow totalizer signal path. If the contractor identifies work outside this scope, work shall cease pending written Government authorization. Acceptance criteria require completion of troubleshooting sufficient to isolate the casualty, completion of all in-scope corrective actions, successful signal receipt and proper display/totalization by the PureBilge system during functional testing, and documentation of all repairs, adjustments, and configuration changes in a final service report. The period of performance is to be determined. Offerors shall submit one firm-fixed price for the complete scope and may separately identify optional parts or out-of-scope actions, which shall not be included in the base price unless specifically requested by the Government.
