This document is a Performance Work Statement (PWS) for repairs and maintenance services on the Coast Guard Cutter JAMES located at 1050 Register Street, North Charleston, SC 29405. The contract is a firm fixed price engagement involving three sequential work items on two Caterpillar 3512B Ship Service Diesel Generators (1,360 KW, 450 Volt AC, 3 Phase, 60 Hz units located in the Aft and Forward Main Machinery Rooms). Work Item #1 and #2 must be completed before commencing Work Item #3.
Work Item #1 requires performing shaft alignment on both generator sets, including air-gap measurements, Vulkan coupling inspection, dial indicator or laser alignment measurements, soft foot checks, installation of tapered alignment pins per ASME B18.8.2 specifications, and operational testing. Work Item #2 involves commercial cleaning of heat exchangers through removal, disassembly, cleaning with OEM-approved solvents (paraffinic or naphtha-based only), replacement of seals and o-rings, reassembly with torque specifications of 160 ft-lb ±30 ft-lb, and reinstallation with a minimum 2-hour operational test at variable load. Work Item #3 requires load testing of both SSDGs using a contractor-furnished 1,500 kW resistive load bank with specific cable configurations, following a prescribed load schedule (no load, 25%, 50%, 75%, and 100% loads), and documenting engine parameters (temperatures, pressures, voltages, amperage) every 15 minutes. The contractor must provide an OEM-certified Caterpillar technical representative, all special tools, fire watch personnel, and a fire prevention plan.
