About this file

This document is an Amendment (No. 0002) to a solicitation for repairs and maintenance of the CGC ALEX HALEY (WMEC 39), issued by the U.S. Coast Guard Surface Forces Logistics Command. The amendment addresses four key contractor questions, with notable changes including the deletion of Work Item 03 (Sewage Piping Renewal) from the original requirements. For Work Item 01 (Emergency Eductor Repair), the Coast Guard agreed with the contractor's recommendation to inspect, template, and fabricate a new eductor discharge spool, with the requirement that the contractor submit a CFR (Corrective/Findings Report) after initial inspection.

The solicitation provides additional logistical details, confirming that the vessel will be located at Pier 37 with available shoreties for sewage, potable water, and electrical power. Contractors are explicitly advised to use the revised Attachment 1 – Schedule of Items – Prices during offer submission, with a warning that failure to do so will result in the offer being considered non-responsive. The amendment emphasizes that all other terms and conditions of the original solicitation remain unchanged.

AMENDMENT NO. 0002

The purpose of this amendment is as follows:

a. The responses to the following Request for Clarifications are as follows:

QUESTION NO. 1: Work Item No. 3, Sewage Piping Renewal, paragraph 3.4 – Will the contractor be required to clean the VCHT system (Holding Tank and associated piping) prior to any hotwork, or can the repair work be physically isolated via blanking flanges?; and

QUESTION NO. 2: paragraph 3.3 and 3.4 – Will the Contractor be required to provide temporary facilities (portable restrooms and hand washing stations) during grey water and sewage piping repairs.

ANSWER TO BOTH QUESTIONS: Work Item 03, Sewage Piping Renew, is deleted from this requirement. Attachment 1 – Schedule of items – Prices has been revised as shown as an attachment to this amendment. Offerors are advised to utilize the Revised Attachment 1 – Schedule of Items – Prices during submission of their offer to this requirement. Failure to utilize the revised Attachment 1 will result for your offer to be considered non-responsive to the solicitation.

QUESTION NO. 3 - Which berth will Alex Haley be tied, will electrical power and potable water be available for contractor use. Will the sewage shore tie be connected to the ship?

ANSWER: Contractor needs to refer to SFLC Standard Specification 0000. The cutter has priority to shoreties and will be using sewage, PW, and electrical shoreties.

Sewage shoretie will be in use. Alex Haley will be along Pier 37 where shoreties will be available upon cutter usage. (NOTE: Due to the deletion of WI 03, the answer for this question applies only to WI 01 & WI 02 of this requirement.)

QUESTION NO. 4: Work Item No. 01, Emergency Eductor, Repair, paragraph 2, 3.3 and 4 - Contractor noted that based upon the photograph provided in section 4, the Eductor Discharge Spool is deteriorated beyond repair (thin-wall condition, heat-damaged base metal and areas of substandard welding. Contractor advises that pinhole repairs, if successful would not hold up serving as a pressure boundary for this equipment. Research (excerpts attached) indicates strong likelihood that the eductor jet is part of the three-way inlet valve. The specific model of the eductor is not identified in the references provided. The eductor discharge Chamber is a short flange x flanges conical section of piping. Section is removable. Contractor recommends inspection, templating and shop fabrication per sample (with NDT and strength and porosity testing).
