About this file
This document is a Scope of Work (SOW) for a specialized crane diagnostic service for the US Coast Guard. The project involves assessing a jib cylinder failure on a TK20-50 crane located at USCGC Obion in Owensboro, Kentucky, with a performance period from 20MAY2025 to 31MAY2025. Allied Cranes will dispatch a qualified technician to perform a comprehensive inspection using OEM diagnostic tools, investigating the cause of cylinder drift and potential system failures.
The SOW requires Allied Cranes to conduct a full hydraulic system inspection, diagnose the root cause of the jib cylinder issue, and provide a detailed service report with findings and recommended corrective actions. Deliverables include on-site diagnostics, a service report with root cause analysis, and repair recommendations with cost estimates. The project is a sole-source award under a Department of Homeland Security US Coast Guard solicitation (70Z08525Q924), with the site contact being MKC Corey Walters, who can be reached at 270-314-8761 or Corey.A.Walters@uscg.mil.

Scope of Work (SOW) Project Title: TK20-50 Crane – Jib Cylinder Failure Assessment Location:
USCGC Obion 3301 E. 4th St.
Owensboro, KY, 42303
Period of Performance Window: 20MAY2025-31MAY20205 Prepared for: Allied Cranes (OEM Service Team)
1. Objective:
The objective of this work is to assess and diagnose the cause of a suspected failure in the jib cylinder of the TK20-50 crane. The crane is currently out of service and requires OEM-level inspection to determine root cause and corrective actions.
2. Background:
The TK20-50 Crane recently had their jib cylinder, boom cylinders, winch, and load lock valve on jib cylinder replaced. All new hoses were also installed on the crane. Weight tests were performed and tested satisfactorily. When maneuvering the crane into a position to be stowed, the jib cylinder is drifting when knuckled in. It appears pressures are balancing within the cylinder resulting in it extending 8-10” on its own with 0 input from DCV. Due to the proprietary design and controls of the crane, only Allied Cranes technicians are authorized and qualified to perform diagnostic services.
3. Scope of Work:
Allied Cranes will provide the following services:
· Dispatch a qualified service technician to the job site.
· Perform a full inspection of the jib cylinder and associated hydraulic system.
· Use OEM diagnostic tools and procedures to determine the root cause of the failure.
· Inspect for any damage to adjacent systems, including hydraulic lines, fittings, sensors, and control interfaces.
· Provide a detailed service report outlining findings, diagnosis, and recommended corrective actions.
· Provide a cost estimate for repair or replacement of the affected components.
4. Deliverables:
· On-site inspection and diagnostics
· Service report including root cause analysis
· Recommendations for repairs and parts (with cost and lead time if applicable)
5. Schedule:
· Desired service window: 20MAY2025-31MAY2025 or earliest available date thereafter.
· Technician check-in with MKC Corey Walters upon arrival and check-out upon completion of assessment
