About this file
This Statement of Work details repair requirements for the USCGC JAMES's Gas Turbine Hydraulic Start Unit piping system, to be performed at Naval Station Norfolk, VA between March 7-14, 2025. The work involves renewing a damaged section of hydraulic pipe and replacing valve GTH-V-007 (provided as Government Furnished Equipment) in the Forward Main Machinery Room.
The contractor must clean bilge areas, obtain gas-free certification for hot work, handle fluid removal and disposal, perform welding per SFLC specifications, conduct nondestructive examination of welds, hydrostatically test new piping to 135% of operating pressure (150 psi), and complete preservation/coating work. Key challenges include working near an oily waste bilge and diesel fuel storage tank. The Coast Guard will provide fire watch personnel and equipment, and Coast Guard personnel will operate all shipboard machinery. The work requires coordination with Coast Guard inspectors for system isolation, testing, and approval of modifications.

3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following:
· Oil in bilges (gas free certification required for hot work)
· Fuel tank 5-44-0-F
· Deck plating/grating
· Piping
· Piping Supports
3.1.5 Gas Free. The Contractor must certify and maintain work area to a condition ‘Safe for Hotwork’ in accordance with SFLC Std Spec 0740 paragraph 3.3.
3.1.5.1 The affected piping is in the lower level of the Forward Main Machinery Room (FMMR) bilge, which contains oily waste.
3.1.5.2 The affected piping is also approximately 4 inches above Diesel Fuel Storage Tank 5-44-0-F.
3.1.6 Fluid handling. The Contractor must remove and dispose of removed fluids from the affected piping system and any cleaning fluids, in accordance with all applicable Federal, state, and local regulations.
NOTE
Coast Guard personnel will operate all shipboard machinery and equipment.
3.2 Operational test, initial. Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR.

| 1. Leak is on the inlet side of the GT Hydraulic Return Drain Valve (GTH-V-007) piping. |
2. Valve is socket welded and will need to be renewed (provided as GFE).
3. The discharge side of valve GTH-V-007 has a short leg of piping that terminates in the bilge of the lower FMMR. See Figure 3.
3.3.1 Isolate the hydraulic return line from the HSU and GT by disconnecting the pipe at the nearest connection points.
3.3.1.1 Cap or plug piping/systems as necessary to prevent contamination of the hydraulic piping not subject to repair.
3.3.1.2 Retain any valve placards/tags for use on the new low-point valve.
