70Z08524QLREP00009
Specification Paragraph Reference: GENERIC
Question: Can work hours be extended with 24-48hrs prior notification, 48hrs notice on hotwork on weekends to ensure personnel are mobilized onboard
Coast Guard Response: Yes, work hours may be extended if proper notification is provided IAW with procedures outlined in the specification and agreed to at the arrival conference.
Question: Confirm that base power is reliable and accepted, no additional services are required for power for the vessel
Coast Guard Response: Please see SFLC Standard Specification 0000 paragraph 3.2.7 and SFLC Standard Specification 0450.
Question: Would it be possible for non-CPARs references to also have no page limit as is the case with C-PARs.
Coast Guard Response: Yes. If vendors want to submit non-CPARS, send the PPQ form to the customer that your company performed work for. Have that customer fill the PPQ form out and email it to Lavon Lewis and Mark Cap. Ensure that the customer annotates in their email that the PPQ is for your company for the Stone DS FY24 solicitation. This documentation needs to be received by NLT than 10 May 2024 at 1700 EST.
Question: Confirm index/contents page is not included in 10-page count
Coast Guard Response: An index or table of contents page will not count against the 10-page limit of the technical capability document submitted for Part 1 Volume 1 of the proposal.
Question:
If the closing date for solicitation is 5/10/24 at 1700 and the Ship check for solicitation is 5/16/24.
What is the last day to ship check this vessel since the date on the solicitation for the site visit is after the closing date?

Specification Paragraph Reference: WORK ITEM 1 – Sub Section 3.4
Question: Would it be acceptable to pump ballast water overboard or does it require external pump out?
Coast Guard Response: Ballast water cannot be pumped overboard at the pier. Per specification paragraph 3.4 of Work Item 1, “The Contractor must dispose of residual tank contents listed in Table 1 and any cleaning fluids in compliance with all applicable Federal, state, and local laws, ordinances and regulations.”
Specification Paragraph Reference: WORK ITEM 10
Question: Confirm if American Welding Society (AWS) CuNi welders are accepted
Coast Guard Response: Please see SFLC Standard Spec 0740 along with SLFC Standard Spec 0000 for Dockside Repairs.
Specification Paragraph Reference: Items 13 and 14
Question: Items 13 and 14 specify Federal Equipment Services is the Tech Rep. I just spoke with them, and they do not provide that service. Can you please let me know the contact information for the appropriate Tech Rep?
Coast Guard Response: Federal Equipment Co. (partner of Fairbanks Morse Defense) is the OEM for the capstan (model 4A0100) and the hangar door (model HH3000). Federal Equipment Co. has provided tech rep services in the past for these same work items. Specification Paragraph Reference: WORK ITEM 17
Question: In terms of the SqFt, using table 1, 1-16-01-L Passageway as an example, is 10SqFt requiring repair and sealing? The note states resealing deck outside of Armory door; would this be a greater area for resealing?
Or is the 10SqFt the area for total re-sealing? 3.2 states 5% will require repairs will be on the 10SqFt so 0.5SqFt of repairs required?
Coast Guard Response: The areas listed in the column of Table 1 of Work Item 17 titled “Total Compartment SQ FT” are the areas that require resealing in each compartment. Per paragraph
3.1.9 of WI 17, the contractor must identify areas of the deck requiring repairs and document via CFR. For bidding purposes, the contractor should estimate that 5% of the total area in each compartment requires repair. Using 1-16-01-L PASSAGEWAY as an example, the total compartment area (10SqFt) requires resealing and .5 SqFt of that 10SqFt will require repairs.
